PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS;
1 – Facility has signage posted at entrance and has all required information on signs.
2 – Road is of all-weather construction.
3 – Facility has locking gate for security.
4 – Operating hours are M-F 8am – 4pm. Closed on Saturday and Sunday.
5 – Facility is permitted to receive waste from Perquimans, Chowan and Gates Counties.
6 – Screening records were available for review and one load per day was documented.
7 – Records for incoming loads and weights are done at scales and copies were available for review at the transfer station.
8 – Contingency Plan posted in Breakroom.
9 – Facility has 3 fire extinguishers available for fire protection and were serviced in 2016.
10 – Yard Waste and Land Clearing & Inert Debris areas appear to be managed well. Be sure to have temperature
readings of windrows of 131 degrees or higher for 3 consecutive days to meet compost rules.
11 – Facility has 3 Certified operators: David Lowe – expires 05/25/2019 – Mitch Spencer, Jr. – expires 05/25/2019 and
Charlie Rome – expires 03/12/2019.
12 – Pesticide building is ¾ full.
13 – Electronics building is almost full and most items are bundled and wrapped for removal.
14 – Leachate tanks were pumped out on 03/31/2017 per receipts.
15 – Tipping floor was clean and both exhaust fans have been replaced. Also, a push wall has been added along with
partial new metal for the exterior of the building.
16 – Metal pile is growing fast. Need to keep the refrigerators/freezers upright until the refrigerate (CFR) has been
removed. Some were laying down which could potentially cause leakage. Mark the ones where the refrigerant
(CFR) has been removed.
17 – Tires are stored in open top trailers. Tires are unloaded onto the ground and loaded into the trailers by landfill staff
daily.
18 – Cow watering troughs are behind load out trailers to capture any leakage of leachate from trailers in the event of a
bad seal and/or rain events.
19 – Windblown trash is required to be picked up daily. A small amount was noted to be scattered around.
20 – All MSW waste from this transfer station is hauled to East Carolina Regional Landfill (08-03) in Bertie County.
21 – Need to check all monitoring wells for identification tags and replace missing ones.
22 - Corrective Action needed on some issues noted in bold on this report.
23 - Digital pictures were taken inside of the Transfer Station.
