Septage appears to be transferred to/from the detention facility in a safe and sanitary manner with the exception of the third from last tank which had evidence of spillage on the surface of the tank. There was no evidence observed of spillage on the ground. As a reminder, 15A NCAC 13B .0841(j) requires septage to be transferred in a “safe and sanitary manner that prevents leaks or spills”. 6.
