PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the notified land clearing and inert debris (LCID) landfill is compliant with
15A North Carolina Administrative Code (NCAC) 13B .0563, .0564, and .0566)
STATUS OF PAST NOTED VIOLATIONS:

ADDITIONAL COMMENTS
On July 3, 2017, John Patrone met with Patrick Morrow to conduct a comprehensive inspection of the J.L. Morrow, Jr.
Construction Landfill – LCID Landfill on Mebane Oaks Road in Mebane, Alamance County.
1. The J.L. Morrow, Jr. Construction Landfill – Land Clearing and Inert Debris (LCID) Landfill is located behind
the residence, via gravel road, at 4423 Mebane Oaks Road.
2. The LCID landfill is designated as 1.99 acres on a separate parcel located on the property.
3. Mr. Morrow stated that land clearing debris (LCD) on site was received within the last month.
4. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as
densely as practical into cells.”
5. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one
acre in size, whichever occurs first.”
6. Side slopes should be graded and covered with soil such that a 3:1 slope ratio is obtained or a ratio of which no
indication of erosion or runoff is observed.
7. Mr. Morrow stated that soil is stockpiled on the property for use as cover material.
8. No indication of erosion or runoff was observed.
9. J.L. Morrow, Jr. Construction Landfill – LCID Landfill is also a temporary disaster debris staging site (TDDSS).
The TDDSS number is: DS01-009.
10. Access roads are of all-weather construction.
11. The site is secured by a steel cable with lock.
12. The facility has proper signage.
13. The Land Clearing and Inert Debris Landfill Notification packet provided to Mr. Morrow was not filed with the
Alamance County Register of Deeds office. Mr. Patrone stated that he would return to conduct an update
inspection on July 14, 2017 and to obtain the update Notification packet.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
