Dear Ms. Ritter:

Smith Gardner, Inc. (S+G) is pleased to provide this report of system modifications on behalf
of Person County related to the approved1 (December 16, 2016) Landfill Gas Mitigation Plan
(Attachment A) regarding Methane Gas Exceedances2 at the Person County Closed MSW
Landfill. The site is located near Roxboro, North Carolina and is shown on Figure 1.

Site Background
In 2012, Person County received a Notice of Deficiency3 from NCDENR in response to a lack
of landfill gas monitoring as required by the Person County Post-Closure Conditions. S+G
was contracted by Person County to perform a limited soil gas survey and a limited
evaluation of the edge of waste to better define conditions near two homes located west of
the landfill. These homes were, and continue to be, the only nearby potentially sensitive
receptors for landfill gas. The majority of the landfill site is surrounded by surface water
streams which naturally prevent landfill gas migration; therefore, this investigation focused
on this western portion of the site. Due to the detection of LFG above 100% of the lower
explosive limit (LEL) at the property line, a plan4 for LFG mitigation was prepared by S+G and
submitted to NCDENR. Following approval, S+G oversaw the installation of a LFG monitoring
network, a LFG passive vent trench and two passive vent wells along the western property
boundary.

In December 2016, an LFG Mitigation Plan5 was submitted to NCDENR proposing the
installation of passive flares on the existing system to encourage additional landfill gas
venting and destroy fugitive LFG captured along the western property boundary. Following
approval1 S+G oversaw the flare and piping installation.
