In accordance with the Closure of the Harris Nuclear Plant, Unlined Industrial Landfill Unit; New Hill, North Carolina; FACILITY PERMIT #: 92-10, letter from the NCDEQ dated May 25, 2005; this unlined industrial landfill was closed and covered under NCDEQ Solid Waste Permit No. 92-10. The NCDEQ letter dated May 25, 2005, addressing the closure of this unlined Industrial landfill referenced Rule 0.510. As a 0.500 landfill the compliance boundary would be established 500 feet from the waste boundary, or at the property line; whichever is closer to the waste boundary. The review boundary would be established halfway between the waste boundary and compliance boundary. Figure 2 depicts the approximate location of landfill waste boundary, review boundary, and compliance boundary. The landfill cells were reportedly trench style units. Figure 2 depicts the two landfill cells (Cells 1 and 3) known to contain waste, the third cell (Cell 2) was not used for waste disposal. Currently, monitoring wells MW-1, MW-2, MW-3, MW-6, and MW-7 comprise the groundwater monitoring network for the closed landfill. As part of post-closure monitoring, these wells are sampled on a semi-annual basis and the collected groundwater samples analyzed for Appendix I VOCs, 8-RCRA Metals, and sulfate. Analytical results are compared with the 15A North Carolina Administrative Code (NCAC) 2L .0200 groundwater quality standards (2L Standard) or the NCDEQ Interim Maximum Allowable Concentrations (IMACs) when no 2L Standard is published. For at least the past two post-closure monitoring events performed during April and October 2016, analytical results of the monitoring well groundwater samples indicated one or more VOC detections at monitoring wells MW-1 and MW-7, with concentrations greater than the corresponding 2L Standard. Both of these monitoring wells (MW-1 and MW-7) are located less than 100 feet from the landfill limits of waste and are substantially within the 500 foot compliance boundary. Monitoring well MW-2, located near the review boundary, has also had detections of VOCs with one VOC exceeding a 2L standard for the last two monitoring events. At monitoring well MW-7, some of the detected VOCs have exhibited apparent trends of increasing concentrations over time. In contrast VOCs detected at monitoring well MW-1 have exhibited trends of declining or stable concentrations over time. Based on the detection of VOCs at monitoring wells MW-1 and MW-7 with concentrations greater than the corresponding 2L Standards, a Work Plan was developed to outline the actions to be undertaken to initiate an assessment of groundwater quality down-gradient of these wells. S&ME’s Work Plan dated October 17, 2016, was submitted to the NCDEQ on October 27, 2016, and approved by the NCDEQ on November 1, 2016. 2.0 Geology / Hydrogeology According to the North Carolina Geologic Map, 1985, the subject site is located in an area underlain by rock that is part of the Newark Super Group. The Newark Super Group is one of a series of sedimentary rift valley structures worldwide resulting from movements in the continental plates during the Triassic period. The Newark Super Group is located in the Eastern Piedmont area of North America, approximately Site Assessment Summary Report Harris Nuclear Plant-Industrial Landfill - Permit # 92-10 New Hill, North Carolina S&ME Project No. 7126-14-045 May 9, 2017 2 parallel to the coastline and extending roughly from Pennsylvania to northern Florida. The Newark Super Group is divided into several separate basins, and the subject site is located within the Deep River Basin. The underlying rock present in the vicinity of the site can be classified as sedimentary rocks of the Chatham Group, which can consist of shales, sandstones, and coarse conglomerates in a fine-grained matrix. These sedimentary units are reported to dip gently eastward. Intrusive diabase dikes and sills are known to locally cross-cut these sedimentary deposits. From a hydrogeological stand point, these deposits are generally massive in texture with bedrock permeability primarily available in faults, joints and fractures. Often the dense nature of these deposits makes determining if and where groundwater is present in the overlying residual aquifer challenging. Landfill monitoring wells MW-1, MW-2 and MW-3 were drilled in 1986. The well construction records for these monitoring wells contain sparse geologic information concerning when or if bedrock was encountered. Water zones were not indicated on the Well Construction Records for monitoring wells MW-1 through MW-3. Monitoring wells MW-6 and MW-7, installed during 2003, were reported as screened within a portion of a bedrock aquifer. Field logs described the bedrock as a Conglomerate. The Well Construction Record for monitor well MW-6 indicated water zones at depths of 63 feet and 67 feet below ground surface, and the Field Borehole Log stated “Significant water noted at 68 feet, boring dry to that point.” The Well Construction Record for monitor well MW-7 did not indicate water zones, and the Field Borehole Log stated “Groundwater seam at 53 feet. Dry drilling until that point.” Previous groundwater level data indicated that monitoring wells MW-6 and MW-7 exhibit artesian conditions, representative of the intersected portions of the bedrock aquifer. Development of relevant groundwater elevation contours for the landfill area was not practical with the previous monitoring well network due to the following factors. ♦The long-axis of the landfill unit parallels the axis of a local topographic ridge. Using topography as a guide to estimate groundwater flow directions, some degree of radial groundwater flow is expected within the shallow groundwater aquifer underlying the landfill. Considering the locations of monitoring wells MW-1, MW-2, and MW-3 relative to the axis of the ridge, groundwater elevation data for these points were not contoured. ♦Monitoring wells MW-6 and MW-7 were screened in the bedrock aquifer; however, it was unknown if wells MW-1 through MW-3 were screened in the bedrock aquifer or the overlying unconsolidated aquifer 3.0 Site Conceptual Model Development Potential data gaps were assessed during the development of a site conceptual model for further assessment of the landfill area. To address the lack of information regarding probable locations for bedrock fractures and diabase dikes or sills in the study area, THG Geophysics, Ltd. was contracted to perform geophysical surveys to image possible bedrock fractures and mafic-rich dikes in the immediate area of the closed landfill. Site Assessment Summary Report Harris Nuclear Plant-Industrial Landfill - Permit # 92-10 New Hill, North Carolina S&ME Project No. 7126-14-045 May 9, 2017 3 A Very Low Frequency (VLF) survey and Electrical Imaging (EI) survey were completed during September 2016 to image possible fractures in bedrock. A magnetometer survey was conducted to survey the landfill area for the potential presence of mafic-rich1 dikes or sills, referred to hereafter as diabase. Fractures are anticipated to act as conduits, providing significant control over the migration of groundwater in the bedrock aquifer. Diabase dikes often act as local barriers to groundwater flow. Based on our experience, the margins of diabase dikes can be fractured. The locations of survey imaged fractures and probable diabase features are depicted on Figure 2. The solid lines shown indicative of facture and diabase features are based on interpretations of the direction and interconnection of imaged features detected between data collection transects. This figure was used to examine potential spatial correlations between the imaged fractures and diabase features relative to the waste disposal unit and the known distribution of dissolved phase groundwater contaminants. As depicted in Figure 2, the geophysical surveys imaged two fracture zones striking generally north – south and dipping toward the west, and one vertical fracture zone striking generally east - west. These features appear to underlie portions of the landfill. Indications of a diabase feature striking generally north - south were detected approximately 200 feet east of the landfill. Our conceptual site model for the landfill assumes that water percolates downward from the land surface, interacts with landfill contents in the waste management units, then continues to migrate downward into the underlying groundwater aquifer. Due to the tight nature of the surround geologic formations, groundwater flow and dissolved phase contaminant migration are largely controlled by fractures and the diabase features. Thus groundwater migrating downward beneath the landfill may intersect the east – west striking fracture and based upon head pressures, migrate east or west along this fracture as a preferential flow path. When groundwater migrating along the east – west fracture intersects one of the imaged north – south striking fractures, these may also become preferential flow paths, with flow controlled by head pressures. It is possible that the diabase feature east of the landfill may inhibit further eastward migration of groundwater, and if present, fractures on the margins of the diabase may be preferred flow paths to the north or south. The hypothetical function of the diabase as a local barrier to groundwater flow, may in part explain the observed absence of VOCs in the groundwater at monitoring well MW-6. 4.0 Assessment Activities The following sections summarize the assessment activities completed pursuant to the approved Work Plan. 4.1 Soil Borings and Monitoring Well Installations Hollow-stem auger soil borings B-1 and B-2 were completed at locations adjacent to existing monitoring wells MW-2 and MW-1, respectively. Soil borings B-1 and B-2 encountered rock at approximate depths of 19 feet and 24 feet below ground surface, respectively. The bore-holes were left open for approximately 1 A magnetometer can measure properties of bedrock that are consistent with those of mafic-rich rocks; however, it cannot determine actual rock compositions. Given that diabase rocks, a mafic-rich rock, have been mapped in the area by others, the term diabase is utilized herein for simplicity of discussion. Each boring was abandoned after water level data collection was complete. An Environmental Staff Professional was on-site to observe drilling and to classify the soils. Boring logs for soil borings B-1 @ MW-2 and B-2 @ MW-1 are included in Appendix III. Two new monitoring wells were installed at locations approximated on Figure 2. Monitoring well MW-8 was installed to target the down-dip extension of the nearby north - south striking fracture zone. Monitoring well MW-9 was installed to target the possible fractures along the margin of the imaged diabase. These monitoring well locations were selected based on the site conceptual model, targeting locations near the review boundary and along probable flow paths for groundwater constituents of concern detected at monitoring wells MW-1 and MW-7. The monitoring wells were constructed in accordance with the Solid Waste Sections requirement and the requirements specified under NCAC 2C. The following summarizes basic tasks associated with the installation of the new monitoring wells: ♦The newly-installed monitoring wells were installed as Type II PVC monitoring wells with pre- packed screens designed to monitor the uppermost prevalent aquifer. Two-inch diameter Schedule 40 PVC casing and screens were installed in the mud-rotary auger borings / rock-core borings. A bentonite seal was installed above the well screen and the annulus space between the borehole wall and the well casing was grouted up to the ground surface. Each monitoring well was completed at the surface by enclosing the casing within a protective cover installed to a height approximately three feet above ground surface, and encased within a 2-foot by 2-foot concrete pad installed at the ground surface. Well Completion Reports describing well construction details are included in Appendix III. ♦An Environmental Staff Professional was on-site to observe drilling, to classify the soils and rock, and determine site-specific well construction details based on observed subsurface conditions. Well Completion Reports describing subsurface observations are included in Appendix III. ♦Depth to groundwater measurements were measured relative to each monitoring well top of casing on October 19, 2016 (Table 1). ♦Drilling equipment was decontaminated prior to use at each location. ♦Each newly-installed monitoring well was developed using an electric submersible pump to remove visible clay, silt, and sand particles that may have been introduced into the filter pack during installation. ♦A registered land surveyor was subcontracted to determine the coordinates for each new well and the top of casing elevations (Table 1). ♦A Well Construction Record (Form GW-1) was prepared for each newly-installed monitoring well and submitted to the NCDEQ within 30-days of well completion (Appendix III). 4.2 Groundwater Sampling and Analyses Following well installation and development, groundwater samples were obtained from monitoring wells MW- 8 and MW-9 by S&ME on March 20, 2017 using low-flow sampling methods consistent with those utilized at the landfill for routine site post-closure monitoring. New tubing was used at each well to collect the samples. The Low Flow Groundwater Sampling Field forms (Appendix IV) indicate that groundwater flow rates during purging and sampling ranged from approximately 50 milliliters/minute to 60 milliliters/minute. During the low-flow sampling field parameters of temperature, pH, conductivity, dissolved oxygen (DO), oxidation-reduction potential (ORP), and turbidity were measured at the time intervals recorded on the Low Flow Sampling Log until parameters stabilized. Site Assessment Summary Report Harris Nuclear Plant-Industrial Landfill - Permit # 92-10 New Hill, North Carolina S&ME Project No. 7126-14-045 May 9, 2017 5 The low-flow sampling technique employed successfully obtained groundwater samples from the groundwater monitoring wells with stable turbidity values ranging from 26.2 to 34.6 Nephelometric Turbidity Units (NTUs). Turbidity was higher than the goal of 10 NTU, a condition that will likely improve following additional purging of these newly installed wells. Upon meeting the stabilization goals or using professional judgment, a groundwater sample was collected from each well. As quality control/quality assurance measures, a duplicate sample (Dup) and a field blank sample (Field Blank) were each collected at monitoring well MW-8. Table 2 includes a summary of the field indicator parameters measured. The collected samples were placed under chain-of custody and submitted to PACE for laboratory analyses. The collected groundwater samples were prepared and submitted for analysis for Appendix I VOCs, 8- RCRA Metals, and Sulfate, consistent with the suite of analyses used during post-closure care monitoring. 4.3 Slug Testing Rising and falling head slug tests were performed on each the newly-installed monitoring wells. The collected data was analyzed by the Bouwer-Rice Method to provide estimated hydraulic conductivities for each well location. Slug testing data is provided in Appendix VI. Monitoring well MW-8 is screened in an unconfined, unconsolidated water table aquifer. Conductivity values for MW-8 ranged from 6.33E-02 feet/day for the slug out test to 7.10E-02 for the slug in test. Monitoring well MW-9 is screened in a confined, consolidated groundwater aquifer. Conductivity values for MW-9 ranged from 1.06E-02 feet/day for the slug in test to 1.18E-02 for the slug out test. It should be noted that the Bouwer-Rice Method is used to determine hydraulic conductivities in unconfined, heterogeneous aquifers; however, it is noted that Bouwer-Rice points out that this solution method also should give a reasonable estimate of hydraulic conductivity in confining aquifers. Therefore, the Bouwer- Rice method was used to provide the above for estimation purposes only. 5.0 Findings 5.1 Groundwater Flow Direction Static water levels in monitoring wells were measured on March 20, 2017. As summarized in Table 1, the depths to the water table ranged from 0.0 feet below top of well casing at MW-7 to 27.82 feet below the top of well casing at MW-3. For this event, the groundwater elevation at each monitoring well was calculated by subtracting the depth to static water level from the top of casing elevation. Artesian conditions were observed at monitoring well MW-7. Rather than rejecting this data point the top of casing elevation was utilized to provide a minimum groundwater elevation for the examination of groundwater elevations. The monitoring well network includes newly-installed monitoring well MW-8 completed and screened within the water table aquifer, and newly-installed monitoring well MW-9 completed and screened within a bedrock aquifer. Based on provided Field Borehole Logs and Well Construction Records for previously installed monitoring wells, MW-6 and MW-7 are screened in a bedrock aquifer. Based on the observations recorded for soil boring SB-1 @ MW-2 and SB-2 @ MW-1 performed by S&ME during December 2016, monitoring wells MW-1 and MW-2 are also screened in a bedrock aquifer. Based on the Site Assessment Summary Report Harris Nuclear Plant-Industrial Landfill - Permit # 92-10 New Hill, North Carolina S&ME Project No. 7126-14-045 May 9, 2017 6 similar subsurface descriptions provided for monitoring well MW-3 to those of monitoring wells MW-1 and MW-2, and on the similar topographic positions observed at monitoring well locations MW-2 and MW-3, monitoring well MW-3 is assumed to be screened in a bedrock aquifer. Monitoring wells MW-6 and MW-7 are screened in a bedrock aquifer for which the observed water levels for these monitoring wells indicate artesian conditions in the intersected portions of the bedrock aquifer. Figure 3 depicts the observed groundwater elevations for each monitoring well and projected groundwater elevation contours represented by monitor wells screened in a bedrock aquifer. The estimated potentiometric surface data suggests an estimated hydraulic gradient of 0.05 between wells MW-7 and MW-1, and 0.04 between wells MW-7 and MW-9. Based on the site conceptual model the diabase dike imaged by the geophysical survey and striking generally north to south may act like a barrier to groundwater migrating to the east of the closed landfill. Groundwater migrating in the bedrock aquifer is presumed to predominantly flow along the fractured rock pathways under the influence of head pressures. Figures 4 and 5 were prepared utilizing available boring log data, geophysical survey findings, and groundwater elevation data obtained during this assessment. These geologic cross-sections present known data and interpretations of the data for portions of the area assessed. Based on the presence of one monitoring well, MW-8, known to be screened within the unconsolidated, water table aquifer, a figure depicting groundwater elevation contours in the unconfined water table aquifer was not prepared. It was recognized that the long-axis of the landfill unit parallels the axis of a local topographic ridge. Using topography as a guide to estimate groundwater flow directions, some degree of radial groundwater flow is expected within the shallow groundwater aquifer underlying the landfill. Considering the above stated limitations to the preparation of unconfined water table elevation contours, groundwater flow rate calculations were not prepared for this monitoring report. 5.2 Groundwater Analytical Results Table 3 provides a summary of the analytes detected by the laboratory analyses for the groundwater samples obtained from monitoring wells MW-8 and MW-9 on March 20, 2017, as well as a summary of the analytical results for the October 19, 2016, post-closure monitoring event. The table also provides the laboratory data qualifiers, corresponding method detection limits, and the corresponding 2L Standards for reference. Appendix I volatile organic compounds, certain 8-RCRA metals, and Sulfate were detected; however, the detected concentrations were less than the corresponding 2L Standards. The complete laboratory reports are included in Appendix IV. For this monitoring event, the field measured pH for groundwater at monitoring well MW-8 was reported as 5.0. This value is outside of the 6.5 – 8.5 range published under the 2L Standards. During this monitoring event a duplicate sample labeled “Dup” was collected at monitoring well MW-8 and a field blank sample labeled “Field Blank” was collected near MW-8. Both samples were analyzed for VOCs using EPA Method 8260, the 8-RCRA metals using EPA Methods 6010 and 7470, and Sulfate using EPA Method 300.0. As summarized in Table 3, analytical results for duplicate sample “Dup” show good correlation with the analytical results for sample MW-8, with the exception of Chromium. Chromium was Site Assessment Summary Report Harris Nuclear Plant-Industrial Landfill - Permit # 92-10 New Hill, North Carolina S&ME Project No. 7126-14-045 May 9, 2017 7 reported in the duplicate sample at a concentration of 9.5 µg/L, but was not reported above the laboratory detection limit of 2.5 µg/L in the MW-8 groundwater sample. Analytical results for field blank sample “Field Blank” reported no concentration above the detection limit, with the exception of 1,2-Dichloroethane at an estimated concentration of 0.30 µg/L. 1,2-Dichloroethane was also reported in groundwater samples MW-8, MW-9, and the duplicate sample DUP, at estimated concentrations ranging from 0.25 µg/L to 0.31 µg/L. 1,2-Dichloroethane was reported for analysis of the laboratory method blank at an estimated concentrations of 0.25 µg/L, with a detection limit of 0.24 µg/L. Therefore, the reported concentrations of 1,2-Dichloroethane in monitor well samples are not believed to represent groundwater quality conditions. Chloromethane was reported at estimated concentrations less than the 2L standard in monitoring well sample MW-9 and in the duplicate sample; however, duplicate sample DUP was collected at monitoring well MW-8. Chloromethane was also reported in the duplicate sample only during the October 2016 monitoring event. The reported concentrations of Chloromethane may be related to laboratory operations and are not believed to represent groundwater quality conditions. 6.0 Conclusions This additional assessment was completed in general accordance with the approved Work Plan. Potential data gaps were assessed during the development of the Work Plan and associated site conceptual model for this additional assessment of the landfill area. To address the lack of information regarding probable locations for bedrock fractures and diabase dikes or sills in the study area, geophysical surveys were performed to image possible bedrock fractures and diabase dikes in the immediate area of the closed landfill. Monitoring wells MW-8 and MW-9 were installed based on the geophysical data and site conceptual model, targeting locations near the review boundary and along probable flow paths for groundwater constituents of concern previously detected at monitoring wells MW-1 and MW-7. The completion of soil borings adjacent to monitoring wells MW-1 and MW-2 confirmed that these wells were screened in a bedrock aquifer, closing the data gap regarding the nature of subsurface conditions at these locations. Subsurface conditions and groundwater elevation data obtained during this assessment suggested that first water, or a water table aquifer, was observed in unconsolidated material by monitoring well MW-8 located north of the landfill area. Shallow groundwater flow from monitoring well MW-8 is likely to the east toward Shearon Harris Reservoir. Radial flow conditions ranging from east to south from the landfill area are indicated by groundwater occurrence observed in monitoring wells screened in a confined or partially confined bedrock aquifer, including MW-1, MW-2, MW-6, MW-7, and as assumed in monitoring well MW-3. The potentiometric surface indicated by groundwater elevations obtained from the well network provide an estimate of bedrock groundwater flow directions. Groundwater analytical results for monitoring wells MW-8 and MW-9 indicate that: •Target analytes were not detected in newly-installed monitoring well MW-8 at concentrations greater than the corresponding 2L standards. Tetrachloroethane was reported at an estimated concentration (0.49 µg/L, detection limit = 0.46 µg/L) less than the corresponding 2L standard of 0.7 µg/L; however, Tetrachloroethane was not reported in groundwater samples representing the landfill area during October 2016. •Target analytes were not detected in newly-installed monitoring well MW-9 at concentrations greater than the corresponding 2L standards. An estimated concentration of 1,2-Dichloroethane was also reported in the laboratory method blank, and is not believed to represent groundwater quality conditions. 1,1-Dichlroroethane and cis-1,2-Dichloroethane were reported at concentrations of 1.3 µg/L and 1.4 µg/L, respectively, each less than the corresponding 2L standards. Monitoring well MW-9 is located in a generally downgradient location relative to monitoring well MW-7. 1,1-Dichlroroethane and cis-1,2-Dichloroethane were reported at concentrations of 94.0 µg/L and 90.3 µg/L, respectively, in monitoring well MW-7 during October 2016. •VOC detections in newly-installed monitoring well MW-9, located downgradient of the landfill area and downgradient of impacted monitoring well MW-7, may represent the leading edge of the dissolved VOC plume in a bedrock aquifer. VOCs were not reported in groundwater samples collected from monitoring well MW-6 during October 2016. Monitoring wells MW-6 and MW-7 are located along an inferred, east-west trending vertical fracture. However, monitoring well MW- 6 is also located east of and on the opposite side of an apparent north-south trending Diabase dike. The Diabase dike appears to influence groundwater flow conditions and the migration of VOCs downgradient of the landfill area. Existing compliance monitoring wells MW-1 and MW-7 were located less than 100 feet from the landfill limits of waste and substantially within the 500 foot compliance boundary. Monitoring wells MW-8 and MW-9 installed as part of this assessment were located near the landfill review boundary based on the site conceptual model and along probable flow paths for groundwater constituents of concern previously detected at monitoring wells MW-1 and MW-7. Based on the findings for this assessment we recommend that Duke Energy Progress LLC request approval from the NCDEQ for the removal of monitoring wells MW-1 and MW-7 from the semi-annual post-closure groundwater monitoring program and replace them with monitoring wells MW-8 and MW-9. These two new monitoring wells would provide data for groundwater quality at or near the review boundary.
