Dear Mr. O’Connell:

Please find enclosed the signed Permit to Operate (DIN 27486) for WRE – Earth Farms,
LLC. Facility located 351 Colt Thornburg Road, Dallas, NC. This permit issuance
approves the continued operation of the facility under the terms and conditions of the
permit. In general, the facility permit does not reiterate permit conditions included in
the Solid Waste Management Rules, 15A NCAC 13B, nor does it restate specific
conditions that are included within the approved plans, such as site specific operations.
Please review the conditions of the permit carefully. A copy of the current permit,
approved Operations Plan, and other required documentation must be kept on site at
all times.
