C&D Landfill Closure

Progress Meeting # 3 & Final Inspection Minutes
Meeting was held at the LF Office: 2500 Marsh Trail, Morganton, NC 28680
Thursday, October 6, 2016 at 1:00 P.M.
Attendance
Burke County: Chris Hollifield, Keith Farris, Cathy Dockery
Triangle Grading: Dennis Trogden, Alvin Cagle
NC DEQ SWS: Allen Gaither, Jackie Drummond
Joyce Engineering, Inc.: Amy Davis, Hannu Kemppinen
Items of Discussion:
1. Distribution of Progress Meeting # 2 Minutes; no comments or exceptions were received.
2. Substantial Completion
• Project finished before scheduled substantial completion November 30, 2016.
3. Punch List Items
• Engineer is in receipt of GCL CQC records and subgrade acceptance forms;
• Record final survey indicates landfill settlement; DEQ requested assurance of constructed cap
thickness and review of closure plan regarding closure cap thickness verification;
• Contractor to submit seeding mix.
4. Warrantees & Guarantees
• General Conditions 13.07 Correction Period covers statement on general warranty for the work.
• Engineer is in receipt of Liner Installer (Hallaton) warranty.
5. Certificate of Substantial Completion will be prepared and distributed to the Contractor and Owner
following the final inspection site visit.
6. Inclement weather
• Anticipated days of adverse weather for each month:
August – 7 No weather delays considered.
September – 5 No weather delays considered.
October – 5 No weather delays considered.
7. Final Payment will be pending on punch list items to be cleared.

9. Final inspection/site visit – Representatives of the Owner, Solid Waste Section, Contractor, and
Engineer walked portions of the C&D landfill side slopes and top to inspect the closure grading, benches,
swales, slope drain pipes, riprap check dams, seeding, and gas vent collars. In general work appeared to
be constructed in accordance with the closure plans.
Conclusion: The meeting adjourned at approximately 1:30 PM; final inspection completed at approximately
2:30 PM.
Preparation of Minutes: JOYCE will prepare minutes following the meeting and distribute to attendees.
JOYCE will incorporate comments and/or exceptions received in writing before next scheduled meeting;
revised minutes will be made part of the permanent record.
