(Contact: Stephen Brown) 2020-E Starita Road Charlotte, North Carolina 28206 (704) 509-1777 Release Information: As part of our initial sampling activities conducted at Newman Machine Company in July 2009, Terracon utilizing a Geoprobe® drill rig advanced soil boring B-3 to a depth of approximately 30 feet below ground surface (bgs) and boring B-4 to refusal at a depth of approximately 15 feet bgs in an area reported by Newman personnel as having contained a gasoline UST and dispenser. A soil sample from each boring was submitted for laboratory analysis by Total Petroleum Hydrocarbons (TPH) for Gasoline Range Organics (GRO) and Diesel Range Organics (DRO). As a result of elevated soil vapor readings measured on a Foxboro Total Vapor Analyzer (TVA), a second soil sample was collected from a deeper interval in boring B-3 and submitted for analysis of volatile and semi-volatile organic compounds by EPA Methods 8260 and 8270, respectively. A water sample was also collected from boring B-3 and submitted for analysis of volatile and semi-volatile organic compounds by EPA Methods 8260 and 8270, respectively. The laboratory results from the soil and groundwater samples obtained from borings B-3 and B-4 indicated the need to conduct a Limited Site Assessment at the location of the former gasoline UST. Is the discharge or release located in the Coastal Plain region as designated on the map entitled “Geology of North Carolina” published by the NCDENR in 1985? NO 10. Do the levels of groundwater contamination for any contaminant exceed the gross contamination levels established by the NCDENR? NO Part II – Land Use The questions in Part II pertain to the “source area” property. 1. Does the property contain one or more primary or secondary residences (permanent or temporary)? NO 2. Does the property contain a school, daycare center, hospital, playground, park, recreation area, church, nursing home, or other place of public assembly? NO 3. Does the property contain a commercial (e.g., retail, warehouse, office/business space) or industrial (e.g., manufacturing, utilities, industrial research and development, chemical/petroleum bulk storage) enterprise, an inactive commercial or industrial enterprise, or is the land undeveloped? YES, the property is occupied by a former textile machine company. 4. Do children visit the property? YES, but not regularly. 5. Is access to the property reliably restricted consistent with its use (such as fences, security personnel or both)? YES, the property is enclosed by a chain-link fence. 6. Do pavements, buildings, or other structures cap the contaminated soil? YES If yes, what mechanisms are in place or can be utilized to ensure that the contaminated soil will remain capped in the foreseeable future. Our risk management plan will stipulate that the source area will be capped as a result of future development on the site. 7. What is the zoning status of the property? Recently rezoned as Conditional – Planned Unit Development – Infill District (CD-PDI) 8. Is the use of the property likely to change in the next 20 years? YES, the site is planned for development as residential (student housing). The questions below pertain to nearby properties within 1500 feet of the source area of the discharge or release (excluding the property containing the source area of the release). 9. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? The nearest residences are located approximately 300 feet northwest of the source area, across Spring Garden Street. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? The nearest school is located about 1150 feet south of the source area along West Lee Street. Greensboro College is located about 800 feet to the north. The nearest church is located approximately 700 feet to the northwest. 11. What is the zoning status of properties in the surrounding area? Adjacent properties to the north, south, east and west are zoned as Conditional – Planned Unit Development – Infill District (CD-PDI). An adjacent property to the northwest is zoned as single-family residential (RS-5). Areas farther to the north are zoned as residential (RS-5 and RM-26). 12. Briefly characterize the use and activities of the properties in the surrounding area. Land use for the surrounding area is primarily residential with commercial development to the south along West Lee Street. C. RECEPTOR INFORMATION 1. Water Supply Wells To determine the presence of water supply wells in the vicinity of the project site, Terracon performed a walking/driving reconnaissance in the project area. No well houses were identified from public streets. A number of water meters were identified in the area. According to information obtained during the reconnaissance, there do not appear to be any water supply wells within the 1,500 foot radius of the source area of the release. 2. Public Water Supplies Public water supply is available for the site and surrounding properties. Based on information obtained from the City of Greensboro Water Resources Department website, the Guilford County public water source is the Reedy Fork Creek stream system either from Lake Brandt (situated approximately 7.5 miles northwest of the site) or Lake Townsend (situated approximately 6.5 miles north of the site). 3. Surface Water Based on review of the USGS Topographic Map, an unnamed tributary to North Buffalo Creek is situated approximately 1,100 feet northeast of the site. The unnamed tributary is shown on Figure 1 – Receptor Survey Map. 4. Wellhead Protection Areas According to the NCDENR public water supply website, the source area for the release is not located within 1,500 feet of a wellhead protection area as defined in 42 USC 300h-7(e). Deep Aquifers in the Coastal Plain Physiographic Province Based upon our review of the Geologic Map of North Carolina (1985), the site is located within the Carolina Slate Belt of the Piedmont Physiographic Province. The soils encountered in the Piedmont are the residual products of in-place weathering of the underlying bedrock. The site is underlain by metamorphosed granite. 6. Subsurface Structures Subsurface structures beneath and adjacent to the site include utility lines (storm sewer, sanitary sewer, municipal water and natural gas). Buried utilities are typically at depths between 2 to 6 feet below ground surface. Municipal sanitary sewer service is planned for use at the site. 7. Property Owners and Occupants The site is currently occupied by Newman Machine Company, Inc. Contiguous properties consist of other portions of the Newman Machine property and City of Greensboro parcels. A site and surrounding properties map is included as Figure 2. This information was obtained as part of the receptor survey conducted in November 2009 from a review of data obtained from the City of Greensboro. D. SITE GEOLOGY AND HYDROGEOLOGY The following resources were reviewed to evaluate site-specific geological and hydrogeological characteristics. • Topographic Map, 7.5-minute series, Greensboro, North Carolina Quadrangle dated 1951 and revised in 1994, published by the US Geological Survey (Figure 3) • Geologic Map of North Carolina, dated 1985 • The Geology of the Carolinas, Carolina Geological Society Fiftieth Anniversary Volume, edited by J. Wright Horton, Jr., and Victor A. Zullo, The University of Tennessee Press, dated 1991 • Soil Survey of Guilford County, North Carolina, United States Department of Agriculture and Soil Conservation Service, dated 1977 The site is located within the Piedmont Physiographic Province. The Piedmont generally consists of low, rounded hills and long rolling northeast to southwest trending ridges with incised creeks and river channels. Based on the geologic map, the site is located in the Carolina Slate Belt. According to the geologic map, the site is underlain by metamorphosed granitic rock. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the Newman Machine Property Project Number 71107746 501 Jackson Street June 17, 2010 6 typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. According to soils information obtained from the Guilford County Soil Survey, soils on the site are mapped as Urban land (UL) which indicates the soils have been altered of changed by man-made activities such as grading, cutting or filling. In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e. joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table (vadose zone). Typically, the water table is not a level surface, but a subdued reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. Groundwater typically flows in directions parallel to the ground surface and under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes or natural springs. Please note that fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors not evident at the time of our subsurface exploration. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on an interpreted groundwater flow direction, groundwater is expected to flow to the northeast at the site. E. SAMPLING ACTIVITIES 1. Soil Sampling Activities Hollow-stem auger boring MW-3 was advanced to an approximate depth of 30 feet bgs within the former gasoline UST basin (suspect source area) on August 25, 2009. The location of the boring is depicted on Figure 4. Soil samples were collected from the boring at approximate 5-foot intervals beginning at a depth of approximately 8 to 10 feet due to backfilled soils placed in the excavation after the UST was removed. A strong petroleum odor was detected in the residual soils (sandy silts) during the drilling activities. Soil samples collected from 8 to 10 feet and 18 to 20 feet bgs were labeled and stored in an ice- packed cooler pending delivery to the laboratory. Chain-of-custody documentation was maintained with the samples. The samples were submitted to Pace Analytical (Pace) in Huntersville, North Carolina for laboratory analysis of volatile organic compounds (VOCs) by EPA Method 8260, semi- volatile organic compounds (SVOCs) by EPA Method 8270 and Massachusetts Department of Environmental Protection (MADEP) extractable petroleum hydrocarbons (EPH) and volatile petroleum hydrocarbons (VPH). The two soil samples submitted for analysis were obtained at 10-ft intervals based on a projected depth to groundwater greater than 25 feet bgs. Although various petroleum constituents were detected in the two soil samples from boring MW-3 Newman Machine Property Project Number 71107746 501 Jackson Street June 17, 2010 7 above their respective Soil to Groundwater Maximum Soil Contaminant Concentrations (MSCC), none of the targeted analytes exceed their respective Residential MSCCs. A summary of analytical results from the soil sampling activities is provided in Table 1. A copy of the laboratory analytical report is provided in Appendix B. 2. Groundwater Sampling Activities As part of the requirements for the LSA, a Type-II groundwater monitoring well was installed in boring MW-3 once groundwater was encountered in the boring. Well MW-3 was installed at the site on August 25, 2009 in accordance with NCDENR 15A NCAC 2C well construction regulations. No evidence of free product was encountered in the well. The depth to groundwater in well MW-3 was measured at 27.7 feet bgs after the water table had stabilized. A groundwater sample was collected from well MW-3 on September 1, 2009. The sample was stored in an ice-packed cooler pending delivery to Pace. Chain-of-custody documentation was maintained with the sample. The water sample was submitted for laboratory analysis of VOCs by EPA Method 8260, SVOCs by EPA Method 8270, EPH and VPH by MADEP Methods and lead by EPA Method 200.7. The results of the laboratory analyses for well MW-3 indicated multiple petroleum constituents were detected in the groundwater sample. The following targeted analytes were detected at concentrations above their respective NCDENR NCAC 15A 2L regulatory standards: lead (24.2 ug/L); benzene (83.1 ug/L); 1, 2-dichloroethane (7.2 ug/L); C5 to C8 aliphatic compounds (962 ug/L); C9 to C12 aliphatic compounds (2310 ug/L); C9-C10 aromatic compounds (310 ug/L); and tetrachloroethene (2 ug/L). The remaining constituents were detected at levels below the 2L standards. None of the detected constituents exceed their respective Gross Contamination Levels (GCLs) for groundwater. A summary of analytical results from the groundwater sampling activities is provided in Table 2. A copy of the laboratory analytical report is provided in Appendix B. 3. Monitoring Well Construction Information Monitoring well MW-3 was constructed of 2-inch diameter, schedule 40 PVC riser pipe (15 feet) and a 15 ft section of 2-inch diameter, 0.010-inch machine slotted PVC well screen. Construction details for well MW-3 are depicted in Appendix C. F. CONCLUSIONS AND RECOMMENDATIONS Based on the findings of our LSA activities completed at the project site, Terracon is providing the following conclusions. • No free product was observed in monitoring well MW-3 during the completion of the LSA. • Contiguous properties surrounding the project site consist of other portions of the Newman Machine Company property and City of Greensboro parcels. Beyond the property boundaries of Newman Machine Company, the nearby properties are comprised of mostly residential and commercial development. Newman Machine Property Project Number 71107746 501 Jackson Street June 17, 2010 8 • Laboratory results of the two soil samples from boring MW-3 (obtained at depths of 8 to 10 feet and 18 to 20 feet) detected seven petroleum-related constituents at concentrations above their corresponding Soil to Groundwater MSCCs. • None of the detected analytes in the soils from well MW-3 exceeded Residential MSCCs. • Laboratory results of the groundwater sample from monitoring well MW-3 detected six target constituents at concentrations above their corresponding NCAC 15A 2L groundwater quality standards. Benzene and 1,2-dichloroethane exceed their established 2L regulatory standards by a factor greater than 10. • None of the detected analytes in the groundwater from well MW-3 exceeded their respective Gross Contamination Levels. • The source of contaminants (gasoline UST) has been removed. • The site currently meets the NCDENR criteria for Low Risk. Since remaining impacted soils are inaccessible due to on-site conditions (building and high-voltage transformer pad), Terracon recommends regulatory closure of the release incident associated with the former gasoline UST located at Newman Machine Company because constituents of concern do not exceed residential MSCCs. Furthermore, constituent concentrations detected in the groundwater do not exceed Gross Contamination Levels. As part of the requirements for closure, a Notice of Residual Petroleum (NRP) will be completed and recorded on the property deed, restricting the future use of soil and groundwater on land parcel 7864343002.
