1.0 INTRODUCTION
1.1 Site Description

Land Area Approximately 11 acres
Site Improvements
The site is developed with twelve residential buildings containing
219 units, a Clubhouse and a maintenance building. Remaining
portions of the site are ashphalt-paved roadways and parking areas
containing 624 parking spaces.
The site location is depicted on Figure 1 of Appendix A which was reproduced from a
portion of the USGS 7.5-minute series topographic map.
1.2 Historical Background
Prior to its current development, most of the site was comprised of Newman Machine
Company, a manufacturer of woodworking equipment for the pulp and paper industry.
Some portions of the site along Houston Street contained a company that bought and sold
used restaurant equipment. The southwestern-most portion of the site along Lilly Avenue
contained a construction company.
Based on a review of available historical information, the site appears to have contained
single-family residences from the late 1800s. Newman Machine manufactured
woodworking equipment on the site from about 1906 to 2010. Newman Machine also
operated Guilford Foundry on the site from approximately 1912 to 1983. Portions of the
site along the south side of Houston Street have included various lumber companies, a
coal supply company and a building supply company prior to the restaurant supply
company. The southwestern-most portion of the site along Lilly Avenue was operated as
various lumber yards and building supply companies from as early as 1922.

Terracon assessment activities conducted in 2009 indicated limited areas beneath certain
Newman Machine buildings, and behind a structural retaining wall, contained
contaminants of concern (COCs) due to past industrial use of the site. Based on the
analytical data collected during the various investigations, the fill materials were generally
impacted by various metals and / or polycyclic aromatic hydrocarbons (PAHs).
Groundwater at the site has also been identified as being impacted by petroleum
constituents and chlorinated solvent constituents.
2.0 REFERENCES
Terracon conducted an environmental assessment of the property in 2009. Our report
titled, “Phase I Environmental Site Assessment – The Province at UNC Greensboro”, was
issued on September 24, 2009.
Terracon conducted soil and groundwater sampling activities on the site between July 20,
2009 and September 1, 2009. A report of our findings titled, “Limited Site Investigation –
The Province at UNC Greensboro”, was issued on October 6, 2009.
Risk Management Plan – The Province at UNC Greensboro, Attachment A: Soil
Management Plan, dated June 30, 2010, prepared by Terracon Consultants, Inc.
3.0 SOIL MANAGEMENT PRACTICES
At the request of the client, Terracon provided oversight during certain portions of the site
grading activities to observe changes in on-site soil conditions. Excess “clean” soils were
stockpiled pending off-site removal. Prior to removal from the site, representative
composite soil samples were collected approximately every 200 cubic yards and analyzed
for volatile organic compounds and semi-volatile organic compounds (VOCs and SVOCs),
and RCRA metals in accordance with the Soil Management Plan. Materials determined to
contain COCs by laboratory analysis or visual observations were safely managed by
placing them as fill in one of the seven designated Soil Management Areas (SMAs) on the
site.
3.1 On-Site Soil Management Areas
Soils containing COCs were managed on the site by placing them in designated SMAs.
Once filled, SMAs were capped with an impervious surface, either a building or asphalt
parking/driveway area. No SMAs are present within the railroad easement located in the
southern portion of the site. No SMAs containing VOCs or SVOCs are situated beneath
on-site buildings.

SMA #1
SMA #1 is situated along the west side of Fulton Street and includes the parking lot and
the lower level (east side) of Buildings 6 and 7. Green space between Buildings 6 and 7
sidewalks and any other areas not capped with impervious surfaces were excluded as
part of SMA #1. The fill placed with SMA #1 included used foundry sand from a former
structural retaining wall and petroleum-impacted soils from areas within the railroad
easement. The COC concentrations associated with the used foundry sand include:
arsenic ranging from 9 mg/kg to 255 mg/kg, cadmium ranging from 50.1 mg/kg to 115
mg/kg, chromium ranging from 75.7 mg/kg to 262 mg/kg and lead ranging from 3.3 mg/kg
to 5,070 mg/kg. The COC concentrations associated with the petroleum-impacted soils
include various PAHs attributable to use of heavy oils as machinery lubricants and
naphthalene, most likely attributable to a surface spill of diesel fuel or heating oil.
SMA #2
SMA #2 was proposed but never constructed beneath Building 5.
SMA #3
SMA #3 is situated along the west side of Buildings 5 and 6 and includes the parking lot
and driveway areas west of Buildings 5 and 6. SMA #3 also includes sidewalks that abut
the parking lot. Green space such as tree/shrub planters and any other areas not capped
with an impervious surface were excluded as part of SMA #3. SMA #3 is the location of
the former Newman Machine Company machining and milling buildings. The fill placed
within SMA #3 included used foundry sand from the former Newman Machine retaining
wall and petroleum-impacted soils from areas within the railroad easement. The COC
constituents and concentrations were similar to those contained in materials placed in
SMA #1.
SMA #4
SMA #4 is situated along the north side of Buildings 8 and 9 and south of Buildings 1 and
3 near portions of the former Lilly Avenue. SMA #4 includes the parking lot and driveway
areas, but green space such as tree/shrub planters and any other areas not capped with
an impervious surface were excluded as part of SMA #4. This area of the site formerly
contained Newman machine foundry and milling operations. The fill placed with SMA #4
included used foundry sand from the former Newman Machine retaining wall and
petroleum-impacted soils from areas within the railroad easement. The COC constituents
and concentrations were similar to those contained in materials placed in SMA #3.
SMA #5
SMA #5 is situated beneath parking lot and driveway areas in the southwestern-most
portion of the site. Green space such as tree/shrub planters and any other areas not
capped with an impervious surface were excluded as part of SMA #5. The groundwater
beneath SMA #5 is contaminated with concentrations of carbon tetrachloride above its

North Carolina 2L water quality standard. The fill placed in SMA #5 included petroleum-
stained crushed concrete floor slab material immediately below the pavement profile.
Laboratory analysis of the stained concrete detected concentrations of various PAHs
related to heavy oils used to lubricate machinery. The fill placed within SMA #5 also
included materials similar to those placed in SMA #3.
SMA #6
SMA #6 is comprised of parking lot and roadway areas along the east side of Buildings 1
and 13 and west of Building 3. Areas not capped with an impervious surface were
excluded as part of SMA #6. The fill placed in SMA #6 is comprised of a 4 to 6 inch lift of
petroleum-stained crushed concrete floor slab material immediately below the pavement
profile. Laboratory analysis of the stained concrete detected concentrations of various
PAHs related to heavy oils used to lubricate machinery.
SMA #7
SMA #7 is comprised of parking lot and roadway areas along the south side of Buildings
2, 4, 14, 14A and 14B and north of Building 3 and the Community Center building. Areas
not capped with an impervious surface were excluded as part of SMA #7. The fill placed
in SMA #7 is comprised of a 4 to 6 inch lift of petroleum-stained crushed concrete floor
slab material immediately below the pavement profile. Laboratory analysis of the stained
concrete detected concentrations of various PAHs related to heavy oils used to lubricate
machinery.
3.2 Off-Site Soil Disposal
Based on the absence of sufficient capacity in the SMAs, approximately 67.53 tons of
petroleum-contaminated soils were removed from a driveway area situated in the railroad
easement in the southeastern portion of the site. The soils were transported to EVO
Corporation in Winston Salem, North Carolina for disposal. A copy of the soil disposal
documentation is included in Appendix B.
4.0 POST-CONSTRUCTION SAMPLING
At the request of the North Carolina Brownfields Program, Terracon conducted post-
construction sampling of shallow soils on the site to evaluate the potential presence of
COCs in uncapped portions of the site such as landscaped areas that could represent
potential pathways to human contact or the environment. No industrial activities were
known to have occurred in the northwestern portion of the site and no COCs were
identified during our previous assessments; thus, this area of the site was excluded from
the post-construction sampling activities.

4.1 Field Activities
Terracon mobilized to the site on May 11, 2011 to collect shallow soil samples in selected
locations where impacted soils have been staged, near soil management areas, and other
locations that may represent a potential exposure hazard to future occupants of the site.
Utilizing a stainless steel hand auger, Terracon manually advanced 17 soil borings on the
site to depths approximately 2 to 3 feet below grade surface (bgs). A representative soil
sample was collected for laboratory analysis at each boring location. The hand auger was
decontaminated in an Alconox solution and distilled water prior to advancing each boring.
The approximate boring locations are shown on Figure 2 - Sample Location Plan included
in Appendix A. The soil samples were placed in laboratory provided glassware and
placed in an ice-packed cooler for transport to Pace Analytical Services, Inc., in
Huntersville, North Carolina.
In order to further evaluate potential elevated chromium concentrations on the site,
Terracon collected four additional soil samples on May 25, 2011. Four hand auger
borings were advanced approximately 5 feet north (PCS-1A), east (PCS-1B), south (PCS-
1C), and west (OCS-1D) of soil sample location PCS-1. The hand auger was
decontaminated prior to advancing each boring. The soil samples were placed in
laboratory provided glassware and placed in an ice-packed cooler for transport to Pace
Analytical Services, Inc., in Huntersville, North Carolina.
4.2 Laboratory Analytical Methods
Based on the COCs identified during our previous assessment activities, the post-
construction soil samples were submitted for laboratory analysis of PAHs by EPA Method
8270D and lead and chromium by EPA Method 6010. Results of the laboratory analysis
are discussed below.

Based on previous assessment activities on the site and visual evidence of past coal
usage on the property, the PAH constituents are most likely the result of coal fragments in
the soil. According to Mr. Colin Day of the North Carolina Department of Environment and
Natural Resources (NCDENR) Inactive Hazardous Sites Branch (IHSB), coal is a naturally
occurring material and the IHSB generally does not consider coal to represent a potential
environmental concern.
Total chromium was detected at 55 milligrams per kilogram (mg/kg) in soil sample PCS-1.
The IHSB Soil Remediation Goals (SRGs) for chromium (III) is 23,000 mg/kg and the
SRG for chromium (VI) is 0.29 mg/kg. Chromium (VI) or hexavalent chromium is a
manmade material that is generally associated with electro-plating operations. No electro-
plating activities were known to have occurred on the site. Laboratory analysis of a

background soil sample collected in the northern portion of the site during our 2009
assessment activities detected total chromium concentrations as high as 30.4 mg/kg.
Terracon also conducted Toxicity Characteristic Leachate Procedure (TCLP) analyses as
part of our 2009 assessment activities to evaluate the leachability of metals at the site.
Chromium and lead concentrations were not detected above the TCLP detection limits.
Based on the analytical results from the second sampling event on May 25, 2011, total
chromium concentrations were detected at concentrations consistent with established
background levels for the site. In our opinion, the chromium concentrations detected
during the post-construction sampling activities represent naturally occurring chromium.
