The facility consists of a construction and demolition debris (C&D) landfill, a wood waste treatment and processing (T&P) operation, an inert material crushing operation, and a postconsumer recycled asphalt shingle (PRAS) operation. 2. The facility permit approves the operation of Phase 2 and the construction of Phase 1A-1 and 1A-2. 3. The C&D landfill plan currently consists of four Phases: Phase 1A-1, Phase 1A-2, Phase 1B and Phase 2. 4. Phases 1A-1 and 1A-2 are to be constructed [Mr. Morton stated that ~ ½ of Phase 1A-1 has been constructed]. Phase 1B is a land clearing and inert debris (LCID) landfill that has been incorporated into the C&D landfill consisting of a land clearing debris (LCD) fill area and an unused/natural area. It is permissible for the LCD fill area to be mined. Phase 1B, when mined [LCD and soil removed], will be used for the disposal of C&D. Phase 2 has been constructed and is in operation. 5. The facility is open Monday through Friday 7:30 am to 5:00 pm and Saturday 8:00 am to 12:00 pm. 6. The facility permit, site plan, and operations plan were discussed. 7. The landfill is permitted to receive C&D waste, inert debris, LCD, used asphalt, and asbestos. 8. The facility service area is: Alamance, Chatham, Davidson, Guilford, Montgomery, Moore, and Randolph Counties. 9. The facility can remove reusable materials and recyclables from incoming C&D material – it is understood that this includes the deconstruction of mobile homes. It is suggested that when the facility permit is updated or renewed that the mobile home deconstruction operation be added. 10. The facility grinds LCD for mulch and wood waste for boiler fuel and crushes concrete and used asphalt for sale and for use on site. The facility can also segregate C&D to be ground for boiler fuel and mix it with yard trash per client boiler specification. 11. Mr. Morton stated that a limited number of leaves are received. The leaves are shredded and mixed with soil to create a soil mulch and others are composted. 12. Mr. Morton was reminded to ensure that the total amount of yard trash (vegetative matter resulting from landscaping and yard maintenance) received for soil mulch and composting is < 30 yd3 annually, and that if that amount will be exceeded, the facility permit shall be modified to include a compost operation. 13. The facility can accept asphalt shingles for recycling. Mr. Morton stated that asphalt shingles are not currently being recycled. 14. The following are certified personnel: a. Al Morton, Certified Landfill Manager, No. 63403, exp. 05/07/16 (Mr. Morton stated that update certification classes were taken in 2016 although the certification has not arrived. Mr. Morton recently re-inquired about the certification and it is expected soon) b. Randy Hurley, Certified Landfill Operations Specialist, No. LF-2009012, exp. 04/14/18 c. Brian Marley, Certified Landfill Operations Specialist, No. LF-2010105, exp. 07/30/19 d. Denise Hicks, Certified Landfill Operations Specialist, No. LF-2015014, exp. 03/24/18 15. A vehicle scale test was conducted by the Charlotte Scale Company, Inc. on November 8, 2016 and May 23, 2017. No error noted. 16. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on May 19, 2015. Zero balance noted. 17. The facility is required to conduct waste screenings three times/week. Waste screening reports are maintained. Records for January 5, 2017 through July 1, 2017 were observed. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 5 18. The facility maintains a weekly C&D fill area cover log. Records for August 4, 2016 through June 28, 2017 were observed. The facility shall cover solid waste with six inches of earthen material when the waste disposal area exceeds one-half acre and at least once weekly. 19. Scrap tires removed from the working face are stored in a container until hauled-off for proper disposal. Mr. Morton stated that the scrap tire container is covered with a tarp. 20. The facility maintains semiannual groundwater and surface water monitoring test records collected and analyzed by Environmental 1, Inc. and prepared by SCS Engineers, PC. Records for September 15, 2016 and April 3, 2017 were observed. An exceedance is noted for each monitoring event. 21. A bar hole probe is used to conduct methane monitoring. Records for methane monitoring conducted September 29, 2016 (3rd quarter), December 12, 2016 (4th quarter), March 10, 2017 (1st quarter), and June 14, 2017 (2nd quarter) were observed. No exceedance of the methane lower explosive limit (LEL) is noted. 22. The facility maintains quarterly hydrogen sulfide monitoring records that mirror the methane monitoring dates. No exceedance is noted. 23. The facility maintains a record of the amount of material received. Records were observed for July 1, 2016 through June 30, 2017. The facility received 12,534.46 tons of C&D for disposal, 182.52 tons of wood for boiler fuel, 1,847.49 tons of wood for mulch, 434.6 tons of concrete, and 783.39 tons of used asphalt. During the same period, no asbestos loads were received and no PRAS was accepted for recycling. 24. The facility maintains a record of the amount of material recovered for reuse. Records were observed for July 1, 2016 through June 30, 2017. The facility removed 0.00 tons of boiler fuel, 400 yd3 of mulch, 1,074.59 tons of concrete, 141.98 tons of used asphalt, and 76.27 tons of scrap metal. 25. The facility has ~ 100 tons of boiler fuel, 800 tons of LCD, and 40 tons of ground concrete on site. 26. Mr. Morton stated that a third-party generally grinds material twice a year and crushes material every other year. 27. The facility annual report (FAR) was received by the SWS dated July 11, 2016. Material received July 2015 through June 2016 is 15,336.31 tons and the amount recycled is 5,607.25 tons. 28. The landfill is designated by edge of waste markers. 29. The landfill cap appeared in good order. 30. There was no indication of erosion or runoff. Mr. Morton stated that bare areas will be sown with grass seed in the coming weeks. 31. Mr. Morton stated that the landfill is mowed twice a year. 32. During the inspection, the LCD fill area was not actively being mined. There were no open areas/all fill material contained soil cover. 33. Mr. Morton stated that mining of the LCD fill area will commence gradually and that overs currently stored on site will be ground for mulch. 34. The following should be adhered to for the excavation/mining of the LCD fill area of the C&D landfill: a. The uncovered excavated area is limited to < 1 acre. b. The maximum working depth of the excavated area is limited to 10 feet. c. Excavated material may be stockpiled atop the LCD fill area cap to be processed. d. Excavated material may be screened atop the LCD fill area cap. e. Adequate soil cover shall be applied to the uncovered excavated area monthly. f. Mined LCD overs may be placed in the excavated area. Adequate soil cover is required. Overs may also be stored for grinding. g. New material may be added to the LCD fill area. Adequate soil cover is required. 35. The facility has a conditionally approved temporary disaster debris staging site (TDDSS) for C&D waste and vegetative material. The TDDSS number is: DS76-001. 36. Mr. Morton stated that in the event of a disaster, the TDDSS will likely not be operated unless it can be contained within the daily operations of the facility. 37. The facility operations plan permits processing material atop the inactive landfill cap. As the C&D landfill expands, there will be limited area available to process material/operate a TDDSS on the property unless operation occurs atop the inactive landfill cap. As discussed, processing material atop the inactive landfill cap will likely not occur. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 5 38. Mr. Morton has a conditionally approved TDDSS located on Gold Hill Road, ~ 1/8 mile from the C&D landfill, for vegetative material. The TDDSS number is: DS76-004. Currently, the NCDOT stores steel construction material on a portion of the property. 39. Mr. Morton stated that windblown material observed [adjacent to the working face] will be picked-up by the end of the workday. 40. Per the facility permit, Attachment 4 Conditions of Permit for Closure, Part 1 – General Facility, No. 2 – “Closure construction quality assurance reports must be submitted to the Section at least annually and maintained in the operating record of the facility.” 41. The City of Asheboro fire department can be contacted to address an emergency at the facility. 42. The facility has all-weather access roads. 43. The facility is secured by a locked gate. 44. The facility has signage. Ensure the permit number 76-06 is added to the sign and 76-C is removed. 45. The PTO expiration date is October 25, 2021. 46.
