Billy Miller E-mail: kathleentaylor217@gmail.com PARTICIPANTS: Ray Williams; NCDEQ-Solid Waste STATUS OF PERMIT: Notified Landclearing and Inert Debris (LCID) Landfill PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Land-Clearing and Inert Debris (LCID) Landfill Notification. 2) This Facility is recorded with the Carteret County Register of Deeds at: Book #666; Page #132 3) This Facility is permitted to receive for disposal: a. Land Clearing Waste: stumps, trees, limbs, brush, grass, and other naturally occurring vegetative materials generated solely from land clearing activities. b. Yard Trash: brush, grass, tree limbs, and similar vegetative materials resulting from landscaping and yard maintenance. c. Inert Debris and Untreated Wood: concrete, brick, concrete block, uncontaminated soil, gravel and rock, untreated and unpainted wood; and FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section N0190_INSP_20170707 Page 2 of 3 d. Used Asphalt: used asphalt or asphalt mixed with dirt, sand, gravel, rock, and concrete. 4) The disposal area for this Facility may not exceed 2 acres in total size. 5) This Facility is monitored by a 24 hour security camera at the Facility entrance. 6) This Facility is secured by a locked gate at the Facility entrance and has controlled access for safety. 7) This Facility is not currently in use for disposal of landclearing and inert debris. 8) Permanent markers have been installed around the perimeter of the Landfill to identify the Landfill disposal boundaries. 9) Proper signage is posted at the Facility entrance stating the Facility emergency contact number and types of waste accepted. 10) Overall, this Facility has a well-established cover crop of native warm season grasses and coppice type vegetation. 11) *Please ensure the cover crop is mowed regularly to prevent the establishment of trees or other woody vegetation on the landfill cap. 12) The access road to the Facility is of all-weather construction and is being managed properly at this time. 13) The perimeter road is well maintained, providing for clear access around the Facility. 14) Soil has been stockpiled in an area adjacent to the Landfill for use in maintenance and repair. 15) *Please continue to fill, compact, and cover all areas of differential settlement to provide for positive drainage of surface water away from the landfill. All sideslopes and repaired areas should be graded at a slope not greater than 3:1 and seeded and mulched to establish a groundcover suitable to prevent erosion. 16) The Facility operator has begun excavating and screening the landfill to reclaim reusable materials from the landfill. Excavating activities are currently being conducted at the western end of the landfill. The screened materials are being stored for re-use in an area adjacent to the landfill. There were no excavating or screening activities ongoing during this Facility Compliance Inspection. 17) No off-site erosion was noted during this Facility Compliance Inspection. 18) No violations were observed during this Facility Compliance Inspection. 19) *Corrective actions are needed as a result of this Facility Compliance Inspection.
