Dear Ms. Werner:

Smith Gardner, Inc. (S+G) recently completed well abandonment at the Sampson County
Disposal, LLC (SCD), Cell 10 landfill unit. The following is a summary of abandonment
activities for this site.

Well Abandonment

SCD began construction of the Cell 10 landfill liner system on June 5, 2017. Prior to these
construction activities, S+G personnel supervised the abandonment of nine (9) wells in and
around the site shown on Figure 1. The abandoned wells were labeled PZ-10A, PZ-10B, PZ-
10C, PZ-10D, PZ-10E, PZ-10F, PZ-10G, PZ-10H and PZ-10I.

On June 1-2, 2017 S+G personnel met personnel from Carolina Drilling/Bridger Drilling
Enterprises on site, for well abandonment. For all piezometers located within proposed
footprint, the well abandonment procedure involved removal of casing and screen. over-
drilling to the well bottom elevation with hollow stem augers, then tremie grouting with a
bentonite slurry and cement from the bottom of the borehole to the proposed subgrade in
one continuous operation. The well abandonment records are provided in Attachment 1.
