Dear Mr. Buck:
The Division of Waste Management (DWM), Solid Waste Section (Section) received the
following document which was prepared on behalf of Davidson County (the County) by Smith
Gardner, Inc. (S+G). This certification report is:
Construction Quality Assurance (CQA) Report, Davidson County C&D Landfill Closure,
Lexington, North Carolina. Dated May 16, 2017 and revised through June 19, 2017 (DIN
27987).
The County formally notified the SWS on September 29, 2016 that Davidson County C&DLF
ceased waste disposal on June 15, 2016 (DIN 26790). According to the Closure CQA Report
(DIN 27987), the entire C&DLF unit waste footprint of approximately 7.6 acres was completely
closed on April 7, 2017. The closure activities were conducted per the closure requirements
stated in the Solid Waste Management Rule (Rule) 15A NCAC 13B .0543, the approved Closure
Plan (DIN 12223), and the Closure Plan Amendment (DIN 26957).
After completing a review of above-mentioned closure CQA Report, the SWS hereby approves
the Closure CQA Report (DIN 27987). Upon receiving this letter, the County shall immediately
implement the following rule-required tasks:
The post-closure care activities at the C&DLF unit according to Rules 15A NCAC 13B
.0543 & .0544 or .0545, as required and the approved Post-Closure Plan (DIN 12223),
Water Quality Monitoring Plan (DIN 14309) and Landfill Gas Monitoring Plan (DIN
14308). Pursuant to Rule 15A NCAC 13B .0543(e), the County must conduct the post-
closure cares at the C&DLF unit for thirty (30) years.
Annually adjust the costs for the 30-year post-closure cares at the C&DLF unit according
to the Rule 15A NCAC 13B .0546. The approved cost for the 30-yr post closure cares at
the C&DLF unit is $574,200.00 based on a 2009-dollar value (DIN 12223).
