Dear Mr. Kilgo:

The NC Solid Waste Section has completed a review of the Rutherford South MSW Facility Gas Monitoring
Procedure dated June 2017 (DIN 28139) and submitted on your behalf by Odom Engineering, PLLC for the
closed Rutherford County South MSW Landfill, Solid Waste Permit Number 8102-MSWLF-1977.

The existing LFG monitoring network includes thirteen landfill gas monitoring wells monitored on a
quarterly basis. The landfill gas monitoring wells include: LFG-1, LFG-2, LFG-3, LFG-4, LFG-5, LFG-6, LFG-7,
LFG-8, LFG-9, LFG-10, LFG-11, LFG-12, and LFG-13. In addition, two on-site structures (training trailer
facilities) are monitored on a quarterly basis.

Based upon the review, the Rutherford South MSW Facility Gas Monitoring Procedure is approved as
