Dear Mrs. Siedlecki:
Seaboard Group II and the City of High Point, NC (Parties) provide this 1st Quarter 2016
Remedial Action Construction Progress Report for the former Seaboard Chemical
Corporation facility (SCC) and closed Riverdale Drive Landfill (Landfill) located in Jamestown,
NC (collectively the Site).
Background Information
The Remedial Action Pre-Construction Report for the physical treatment systems was
submitted to North Carolina Department of Environmental Quality (NCDEQ)1 on December
28, 2009. The report was subsequently approved by NCDEQ on March 22, 2010. Although
the Natural Treatment Systems Remedial Action Pre-Construction Report has not been
formally approved by NCDEQ, it was submitted on October 25, 2010, and the Parties have
included comments, if appropriate, on activities associated with those processes as well.
Collectively these reports are referred to herein as the Pre-construction Report.
During the 4th quarter of 2015 the Parties approved a budget to prepare a request for
proposal (RFP) and engineering design for the installation of the clarifier system that was
recommended by Hazen and Sawyer (HS) in their pilot study report submitted earlier (see
the 3rd Quarter 2015 Progress Report). During December 2015 the Parties reviewed the
proposals submitted by those contractors that replied to the RFP and approved the budget
to install the proposed revisions. A contractor was engaged in late December to begin
construction activities on January 4, 2016. The clarifier construction required the system
operation to be shut down at the end of December to begin site preparation activities.

Remedial Construction Work Performed since the Last Progress Report
Construction activities started at the Site on January 4, 2016. At the end of the 1st quarter of
2016 the contractor has completed the Site filling and grading work, the LS-1 flow
modifications, most of the chemical feed tank containment wall installation, and poured the
concrete for the clarifier base. Several periods of adverse weather have caused some
delays, but at the end of the 1st quarter the work is only slightly behind schedule. The
original completion date was scheduled to be April 30, 2016, but now is estimated to be
approximately May 10, 2016. This schedule is based on the clarifier wall pour taking place
on or about April 5, 2016 due to adverse weather the previous week. The concrete must
cure for 30-days before the coating can be applied to the clarifier internal surfaces.
Following that, it should only require a few days to install the clarifier internal components
and finish the remaining tasks required prior to startup.
Remedial Construction Work Remaining
The work remaining includes the pour of the clarifier wall (which is delayed until April 5,
2016 due to weather). Following that pour the contractor will complete all of the tasks
included in the RFP scope of work, with the exception of installing the clarifier internal
components, during the 30-day mandatory concrete cure time. As soon as the concrete has
cured, the contractor will coat the clarifier internal surfaces and allow that to cure for 48-
hours before installing the internal components and finishing the remaining scope of work.
Simultaneously with that work, during May, the automation engineering firm will update
the control software to allow for the initial startup.
System Restart
Once construction is complete the Parties will commence a full system restart. This will
initially be performed using city water to complete the hydrostatic testing, loop checks and
confirming all alarms and interlocks. When the testing is finished, the system will be
converted to processing extracted groundwater and leachate, and the system chemistry will
be optimized.
Summary
The remedial system startup has fallen behind schedule based upon the original Scope of
Work included in Remedial Action Settlement Agreement (RASA) due to the failure of
Purifics ES, Inc. to deliver a complete, fully functioning and operable water treatement
system as required by its contract with the Parties. The water treatment system delivered
by Purifics was inoperable upon receipt due to numerous defects and deficiencies in the
delivered product. However, the Parties have expended substantial resources to render the
treatment system operable, and significant progress has been made to date. The remaining
items required for the treatment system restart after completion of the clarifier installation
are expected to be complete early in the 2nd quarter of 2016.
