The scope of work performed by WR included groundwater sample collection from existing groundwater monitoring wells and surface water sample collection along Richland Creek in accordance with the North Carolina Department of Environment Quality (NCDEQ) approved Water Quality and Landfill Gas Monitoring Plan dated September 2008 (the Plan). The closed NC Fairgrounds Landfill is located approximately four miles west of downtown Raleigh and northeast of the intersection of NC Highway 54 (Chapel Hill Road) and Nowell Road (Figure 1). The facility was permitted as a sanitary landfill on August 9, 1982 (Permit #92-08). According to documentation reviewed by WR, the closed landfill was operated between approximately 1982 and 1988. Samples from five groundwater monitoring wells and two surface water collection points are intended to be collected and tested on annual basis in accordance with the Plan and correspondence received from the Department. Closed NC Fairgrounds Landfill WR Project No.: 02000082.20 Annual Groundwater and Surface Water Monitoring Report September 2016 Page 2 1.0 WATER QUALITY SAMPLING METHODOLOGY 1.1 Groundwater Sampling Five groundwater monitoring wells, MW-1, MW-2, MW-3, MW-4, and MW-5, were installed at the site in November 2000 at locations proximal to two waste areas. Figure 2 illustrates the locations of the waste boundary and monitoring wells. Monitoring well construction details are summarized in Table 1 and copies of the boring logs and well completion reports for the monitoring wells are included as Appendix A. Groundwater sampling activities were performed on July 14, 2016 in accordance with protocols detailed in the previously referenced Plan. Prior to monitoring well gauging, each monitoring well was opened to allow water levels to equilibrate to atmospheric pressure. Water levels within each monitoring well were then measured using a decontaminated electronic water level meter. Groundwater elevation measurements were referenced to the top of the well casing. The groundwater elevations were calculated to range from 413.13 to 439.08 feet above mean sea level (MSL) for this sampling event. The July 14, 2016 groundwater elevation data is summarized in Table 1 and a Groundwater Potentiometric Map is included as Figure 2. Each monitoring well was purged of approximately three well volumes or until dry using a peristaltic pump and dedicated polyethylene tubing. During the purging process, temperature, pH, specific conductance, and turbidity were measured and recorded on the Pre-Sampling / Well Purging Field Logs. Copies of the Pre- Sampling / Well Purging Field Logs are included as Appendix B. Following purging activities, groundwater samples were collected using the same polyethylene tubing used to purge the wells. Groundwater samples were decanted into laboratory provided bottleware and immediately placed into a ice-chilled cooler. Collected samples were shipped under proper chain-of-custody to ESC Lab Sciences of Mt. Juliet, TN for analysis of volatile organic compounds (VOCs) by EPA Method 6200B and the eight RCRA metals by EPA Method 6020 and 7470A. The metal samples were preserved with nitric acid and the samples for VOC analysis were preserved with hydrochloric acid. All samples were submitted unfiltered. 1.2 Surface Water Sampling Surface water samples were also collected on July 14, 2016 from monitoring points designated as SA-1 and SA-2, located along Richland Creek. SA-1 is considered the upstream sampling location (approximately 35° 47’ 28” North and 78° 43’ 43” West) and SA-2 is considered the downstream sampling location (approximately 35° 47’ 31” North and 78° 43’ 37” West). To preserve the integrity of the preservatives within the sample containers, a properly decontaminated Teflon™ ladle was used to collect the surface water samples. The contents of the ladle were immediately decanted into laboratory provided bottleware. The samples were then placed into ice-chilled coolers and shipped under proper chain-of-custody to ESC Lab Sciences of Mt. Juliet, TN for analysis of VOCs and eight RCRA metals by the previously referenced methods. 1.3 Surface Water Observations The facility wishes to remind the Department that the Edwards Mill Road extension has been completed. It is important to note that this stretch of asphalt roadway bisects the greater facility property and likewise bisects the stretch of Richland Creek under active surface water monitoring (see Figure 2). As such, storm water from a significant topographic area through which the new roadway passes enters Richland Creek at multiple points prior to reaching surface water sampling point SA-2. Due to the topographic configuration, construction activities, and subsequent vehicular traffic downstream surface water sampling location SA-2 may no longer be representative of the downslope surface water conditions for the closed landfill facility located. Closed NC Fairgrounds Landfill WR Project No.: 02000082.20 Annual Groundwater and Surface Water Monitoring Report September 2016 Page 3 2.0 LABORATORY ANALYTICAL RESULTS July 2016 - Groundwater and Surface Water Sampling Event Laboratory results for the analytes identified in the July 2016 samples are summarized in Table 2. No Appendix I VOCs were detected in the groundwater samples collected from the closed landfill monitoring wells during the July 2016 event. The laboratory analytical results from the July 2016 event are summarized below: · MW-1: Barium - 16.0 µg/L. · MW-2: Barium -189 µg/L (concentration exceeds NC SWSL). · MW-3: Barium - 202 µg/L (concentration exceeds NC SWSL); and Selenium -13.4 µg/L (concentration exceeds NC SWSL). · MW-4: Barium - 33.5 µg/L. · MW-5: Barium - 38.3 µg/L. · SA-1: Barium - 38.1 µg/L. · SA-2: Barium - 33.1 µg/L. Arsenic was reported at a J Flag concentration of 7.26 µg/L in the laboratories Method Blank. No additional detections were reported in the laboratories method blank. Copies of the laboratory analytical reports are included as Appendix C and may be viewed in their NCDEQ SW format on the attached CD. August 2016 – MW-3 Resample Event WR returned to the subject property on August 10, 2016 to resample MW-3. Laboratory results for the analytes identified in the August 2016 resample event are summarized in Table 2. No Appendix I VOCs were detected in the groundwater sample collected from MW-3 during the August 2016 resample event. The laboratory results are summarized by sampling location as follows: · MW-3: Barium - 194 µg/L (concentration exceeds NC SWSL); Cadmium was reported at 1.03 µg/L (concentration exceeds NC SWSL); and Selenium was reported at 22.5 µg/L (concentration exceeds NC 2L Standard). No detections were reported in the laboratory blank. Copies of the laboratory analytical reports are included as Appendix C and may be viewed in their NCDEQ SW format on the attached CD. Closed NC Fairgrounds Landfill WR Project No.: 02000082.20 Annual Groundwater and Surface Water Monitoring Report September 2016 Page 4 3.0 SUMMARY OF REGULATORY EXCEEDANCES AND CONCLUSIONS Groundwater and Surface Water Monitoring: · The results of the Summer 2016 annual monitoring event for closed NC Fairgrounds Landfill indicate that no Appendix I VOCs were present in the collected groundwater and surface water samples. · Samples collected from MW-3 in July 2016 revealed Selenium present above its NC SWSL Regulatory Standard but below its NC 2L Standard. · Barium was reported to be present in all groundwater and surface water samples submitted for analytical testing during the July 2016 event and above its NC SWSL Regulatory Standard in monitoring wells MW-2 and MW-3. · MW-3 was resampled in August 2016, analytical results revealed Selenium concentrations greater than the NC 2L Standard; additionally, Barium and Cadmium were reported at concentrations that exceeded their NC SWS Limits. · The Edwards Mill Road extension bisects the greater Facility property. Due to the topographic configuration, vehicular traffic, and associated runoff; the downstream surface water location, SA- 2, may no longer be representative of surface water conditions downslope of the closed landfill facility as it is currently situated east of the asphalt roadway. The next annual groundwater and surface water monitoring event for the Closed NC Fairgrounds Landfill is planned to occur in June or July 2017. NATIONWIDE.CASE NARRATIVE All sample aliquots were received at the correct temperature, in the proper containers, with the appropriate preservatives, and within method specified holding times. All MDL (LOD) and RDL (LOQ) values reported for environmental samples have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control are within established criteria except where addressed in this case narrative, a non-conformance form or properly qualified within the sample results.
