STATUS OF PERMIT:
In 1973, landfill operations began in Phase 1 on this property. Facility permit 51-03 is a combination of facility permits
51-01 and 51-02.

ADDITIONAL COMMENTS
On May 25, 2017, Liz Patterson and Donna Wilson met with Rick Proctor, Darren Donnelly, Bill Duclos, Ed Campbell,
Billie Thornton, and Pieter K. Scheer, P.E to conduct a site inspection and pre-operative meeting at the Johnston County
C&D Landfill located at 680 County Home Road, Smithfield, NC 27577.
1. The service area for the MSWLF and C&DLF includes all 100 counties in North Carolina.
2. The hours of operation are M-F, 8:00 am – 4:45 pm, Sat. 8:00 am – 3:30 pm, Sun. – Closed.
3. The facility has proper signage.
4. The facility is properly secured with a locked gate. Personnel are onsite during operating hours.
5. The facility has a back-up generator for leachate pumping in case of power outages.
6. The landfill gas generator is online and sending to the grid. The generator is located to the northeast side of the
office. The generator is privately owned.

1. The working face at the MSW landfill appeared to be kept small and appeared to be well compacted with no
unacceptable wastes observed.
2. No evidence of leachate breakouts was observed during the inspection.
3. The intermediate cover at the facility appeared in good condition and well applied.
4. Permanent edge of waste markers were in place and being maintained.
5. Perimeter road is being well maintained.
6. Windblown waste was being well managed.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

7. The working face at the C&D landfill was kept small and appeared to be well compacted.
8. No unacceptable wastes observed in the working face.
9. Side slopes are being stabilized with mulch.
10. Permanent edge of waste markers were in place and being maintained.
11. Perimeter road is being well maintained.
12. Windblown waste was being well managed.
13. Construction of the remaining area of Phase 2- Cell 2 has been completed in accordance to the approved plans
submitted to the division.
14. CQA for Phase 2 – Cell 2 submitted to the Solid Waste Section by Smith Gardner, Inc. on April 10, 2017.
YARD WASTE and TDDSS DS-51-002
1. Yard waste is being well managed.
2. Storm debris from Hurricane Matthew has been properly segregated to disaster debris site DS-51-002 just
beyond the yard waste area. Storm debris has all been ground and is being used to stabilize side slopes.
3. No incidental waste (plastic bags, etc.) was observed.
CLOSED MSWLF
1. There was no visible ponding of water over waste.
2. Permanent edge of waste markers were in place and being maintained.
3. Perimeter road is being well maintained.
4. Good vegetation established overall. Recent heavy rains caused some erosion on the north side below the liner.
Continue to work on establishing vegetation in this area to minimize further erosion.
5. Continue to keep vegetation properly mowed to allow for routine inspections and address any issues noted as
soon as practical after detection to reduce or eliminate potential compliance issues.
6. No evidence of leachate breakouts was observed during the inspection.
7. Monitoring wells were accessible, properly labeled, and locked.
8. Digital pictures were taken during the inspection.
