Map link to iMaps for Wake County SITE HISTORY: Historical uses of the property were originally residential, but changed over time to multiple commercial uses by the 1960s, including a restaurant, church, dry goods store, printing company, karate school, pawn shop, learning center, dry cleaners, and automotive repair facilities. Parcel 2 is currently operated by Rollins’ Economy Cleaners and is in the DSCA program; this parcel has been operated and leased for the past 70 years by various dry cleaners. Parcels 6, 7, and 8 were originally operated by Kings Auto and have been used for car repair for approximately 60 years. Currently all parcels except for Rollins Cleaners are vacant. The PD purchased all parcels on December 2016 except for the Rollins Cleaners site, which PD will purchase once the cleaners have vacated the premises. The future re-use plan is still being developed, but includes mixed use residential and commercial uses. An estimated $6,500,000 will be invested in the property. We are now evaluating Chaucer Investments, LLC, and the subject property for eligibility for entry into the Brownfields Program. Under the Brownfields Property Reuse Act, only entities that did not cause or contribute to the contamination at the property are eligible to enter the program. The applicant PD listed below have asserted that: 1) they have not caused or contributed to the contamination at the property, and 2) they have substantially complied with laws, regulations, and rules for the protection of the environment. In fact, the BFA will require the developer to provide access to the property to any party doing work under any DEQ program. A BFA provides liability protection only to a non-causative redeveloper of the property. The developer will be required to make the property safe for its intended re-use. Cleanup to unrestricted use standards will not be required unless deemed necessary based on the developer's proposed use of the property. Furthermore, the BFA will not change the developer's responsibility to obtain any and all DEQ permits (e.g. storm water, sediment control, NPDES, etc.) as required under applicable law.
