(MESCO) is pleased to present this Semi-Annual Water Quality Report for the fall 2016 event performed at the Surry County closed construction and demolition (C&D) and closed municipal solid waste landfill (MSWLF). NCDEQ Solid Waste Rules 15A NCAC 13B.1632 requires that Surry County provide this report to the SWS on a semi-annual basis. This report documents the quality of the ground and surface waters during this monitoring event performed on October 20, 2016. Laboratory analytical results indicate volatile organic compounds (VOCs) persist within three wells that monitor the uppermost aquifer. The surface water samples collected from the discharge feature remain unimpacted. Background The Surry County closed C&D and MSWLF, permit #86-03, is located at Elkin Landfill Road (SR 1191), Elkin, Surry County, North Carolina. The site location topographic map is depicted in the attached Figure 1. Prior to operating as a C&D landfill the site operated as an unlined sanitary MSWLF that consisted of two units. The first area was closed prior to October 1991 with a 24 inch final soil cover. The second area was closed with a cohesive cap of 18 inches of soil with a minimum permeability of less than 1 x 10-5 cm/sec, and 18 inches of erosive layer prior to December 31, 1998 in accordance with the Transition Plan. C&D was placed on top of the cohesive capped unit until 2008. This event was performed in accordance with the NC SWS rules/regulations as promulgated in 15A NCAC 13B and as a condition of the post-closure portion of the permit to operate. Water quality at this facility has been monitored at least semi-annually since 1989 with historical data available since 1994. The SWS approved a modification to the assessment monitoring program on October 15, 2014 (DIN:21983) which entails a subset of wells be sampled for Appendix II parameters once every three years. As specified within 15A NCAC 13B.1632(j), the SWS Environmental Monitoring Report Form and SWS memorandums, this report contains sampling procedures, field and laboratory results, ground/surface water characterization, and findings. Well construction summary table, field observations table, field parameter data table, sampling and analysis summary table, detections compared to Standards tables, a groundwater flow directions/rates table, potentiometric map, quality assurance/quality control data, and laboratory analytical data results are enclosed herein. Sampling Procedure MESCO personnel performed this sampling event utilizing portable monitoring methodology in accordance with the site-specific Sampling and Analysis Plan (SAP) and the NCDENR SWS guidance document Solid Waste SectionGuidelines for Groundwater, Soil, and Surface Water Sampling revised April 2008. Water samples were collected from nine downgradient groundwater monitoring wells (MW-2, MW-3, MW-3A, MW-4, MW-5, MW-6, MW-7S, MW-7D and MW-8), one background well (MW-1), and two surface water points (SW-1 and SW-2). Monitoring locations are shown on the single-day potentiometric map (Figure 2). A summary detailing the construction of the water monitoring wells is presented on Table 1. The function andintegrity of all monitoring locations were visually evaluated and no deficiencies identified as documented on Table 2. The depth to water in each well was electronically gaged prior to purging to quantify the static water level elevation. Pumping methodology or bailing was utilized to adequately purge the wells to a minimum of three times the volume of standing water in the well or until dry. Surface water samples were collected from Snow Creek discharge feature at previously designated locations. During well purging and surface water sample collection therequired field parameters were recorded. The samples were then placed into laboratory-prepared, pre-preserved containers via a new disposable polyethylene bailer. Samples were collected, kept on ice, and transported to a NC- certified laboratory under proper chain of custody (C-O-C) protocols within the specified hold times for each analysis. Field Parameter Data Stabilized field parameters were recorded during purging which included depth to water, pH, specific conductance, temperature and visual turbidity. MW-7D exhibited a higher than normal pH and water level which is likely caused a reaction with the limestone in the grout. A summary of the field parameter data is presented in Table 3 and the field sampling data sheet is enclosed in Appendix B. Laboratory Results All water samples were analyzed for the Appendix I list of VOCs and total unfiltered metals listed in 40 CFR 258. Pace Analytical Laboratories (PACE) of Huntersville and Asheville, NC performed the laboratory analysis. A sampling and analysis table summarizing the locations, constituents, and methods is presented as Table 4. Laboratory results and C-O-Cs are presented in Appendix A. Water samples were analyzed to the laboratory-established Method Detection Limits (MDL), which are at or below the current Solid Waste Section Limit (SWSL). Table 5 summarizes constituents detected in groundwater and surface water samples that attain or were above the current SWSL, Groundwater Protection Standards (GWP), North Carolina Groundwater Standards (2L) or Maximum Contaminant Levels (MCL) also recognized as “Federal Primary Drinking Water Standards”. Groundwater Samples The only inorganic constituents detected in excess of its respective 2L/GWP Standard were total arsenic and total vanadium in sample MW-2. One or more Appendix I VOC(s) were detected in quantifiable concentrations above their respective 2L Standards in samples collected from MW-2, MW-3 and MW-3A. Inconsistent with previous events contaminants were not detected above 2L/GWP Standards in samples collected from MW-6 and MW-8, located along the northern property boundary. Surface Water Samples Target constituent(s) were not detected in either surface water sample in concentrations exceeding the SWSL or applicable 2B Standard. Groundwater and Surface Water Characterization A single-day potentiometric map constructed from groundwater levels collected during this event is presented as Figure 2. Groundwater flow rates and directions were calculated and are included in Table 6. Groundwater flows generally southwest, towards the Snow Creek discharge feature. Groundwater average linear velocity rates calculated from modified Darcy's equation indicate flow rates ranged from approximately 17 ft/yr (MW-3A) to 722 ft/yr (MW-6). Groundwater average linear velocity rates averaged approximately 211 ft/yr in wells screened in theregolith aquifer and 231 ft./yr. in the wells screened in the upper bedrock.
