(Golder) is submitting this 14-Day Notification as required by North Carolina Solid Waste Management Regulation (NCSWMR) 15A North Carolina Administrative Code (NCAC) 13B .1633(c)(1). The 14-Day Notification of Groundwater Protection Standard Exceedance(s) form is included as Attachment 1. 1.0 14-DAY NOTIFICATION [15A NCAC 13B .1633(C)(1)] Table 1 (shown below) summarizes the NC Appendix I constituents that were detected above their respective solid waste section limits (SWSLs) and NC 2L Groundwater Standards or Solid Waste Section groundwater protection standards (GPSs) during the 2nd Semiannual Water Quality Monitoring Event conducted at the Rowan County municipal solid waste (MSW) landfill on August 1 – 4, 2016: Table 1: 14-Day Notifications Constituent: Location: Result (µg/L): SWSL (µg/L): NC2L or GPS (µg/L): Approved ASD: Barium MW-28 1500 100 700 No Chromium MW-9 10.6 10 10 No Cobalt MW-28 29.2 10 1 No Note: µg/L = micrograms per liter 2.0 ALTERNATE SOURCE DEMONSTRATION [15A NCAC 13B .1633(C)(3)] As allowed under 15A NCAC 13B .1633(C)(3), the County has prepared an alternate source demonstration (ASD) in reference to the concentrations of barium and cobalt in samples from monitoring well MW-28. As shown, chromium was detected in samples from MW-9; however, because MW-9 is one of the facility’s two upgradient background wells the concentrations of chromium in MW-9 are considered naturally occurring (i.e., background) and no further action is warranted for this detection. The Summary of Statistical Analysis (Attachment 2) summarizes the statistical methods and results used to determine an appropriate background concentration for barium and cobalt in MW-28.
