The concentrations of barium in wells MW6R and P16R are believed to be partially attributable to natural sediment as
has been previously demonstrated in the Alternative Source Demonstration Report dated April 20, 2011 and the
January 2015 Semi-Annual Water Quality Monitoring Event Report. Barium is ubiquitous in groundwater samples
collected at this site, including all upgradient samples.
The source of benzene in well P16R is unknown. P16R is located upgradient of the Southern Unit of the Pitt County
Landfill.

1.0 INTRODUCTION
Groundwater Management Associates, Inc. (GMA) performed a semi-annual monitoring
event for the southern unit of the inactive Pitt County Solid Waste Municipal Landfill (Figure
1) between January 25 and 26, 2016. The work was performed by GMA on behalf of Mr.
Phil Dickerson, PE, Pitt County Engineering Department. Twenty-two groundwater-
monitoring wells comprise the groundwater-monitoring network for the entire landfill (Figure
1, Table 1). The water-quality monitoring network used for the January 2016 semi-annual
monitoring of the southern unit (Figure 2) consists of two hydraulically-upgradient
monitoring wells (P4 and P16R), four hydraulically-downgradient monitoring wells (P12,
P20R, P28, and MW6R), one hydraulically-upgradient surface water sample (SW1), and one
hydraulically-downgradient surface water sample (SW2). Sampling procedures and
analytical methods complied with the approved Water Quality Monitoring Plan dated
September 8, 1994, and subsequent groundwater policy memos issued by the Solid Waste
Section of DENR-DWM (Appendix A).
2.0 GROUNDWATER HYDROGEOLOGY
Static water levels (Table 2) were measured in all 22 monitoring wells on January 25, 2016.
The depth to groundwater ranged from 2.48 to 9.33 feet below the land surface, depending
on local elevation at the well and proximity to surface water features. An equipotential map
prepared using these water-level measurements (Figure 3) was similar to previous maps
prepared for this facility, and generally indicates that the horizontal component of
groundwater flow was directed toward the south in the direction of the large ditch forming
the southern boundary of the facility. Estimates of horizontal groundwater velocity (Table 3)
ranged from approximately 0.002 to 0.009 feet/day, or 0.73 to 3.29 feet/year.
3.0 SAMPLE COLLECTION AND LABORATORY ANALYSES
The semi-annual monitoring event occurred between January 25 and 26, 2016. Water
samples collected from 6 monitoring wells and two surface water locations were analyzed in
the field for water-quality parameters during sampling (Table 4). GMA used standard hand
bailing sampling procedures to collect all samples. All groundwater and surface water
samples were analyzed for Appendix I parameters. Samples were transferred to ENCO in an
ice-filled cooler under chain-of-custody protocol. Copies of the chain-of-custody forms and
analytical report are provided in Appendix B. Laboratory method detection limits were at or
below the Solid Waste Section Limits (SWSLs) for all Appendix I compounds (Table 5).
Monitoring well and surface water sampling records are provided in Appendix C.

Dear Mr. Dickerson:
The proposal submitted by Groundwater Management Associates, Inc. (GMA) on behalf of Pitt County to
stop water quality monitoring oflhe northern portion on the Pitt County Landfill has been reviewed. TIle
northern portion of th e facility is subject to monitoring requirements specified in 15A NCAC 13B .0600.
Rule .0601 (a) states, "The Division shall require a solid waste management facility to provide such
ground-water monitoring capability as the Division determines to be necessary to detect the effects of the
facility on ground-water in the area." As stated in .0601 (a) (t-5), a number offaClors can be used in
making such a determination. 1n addition to monitoring data, the "type of waste" the landfill accepted, the
ground-water level in the area, and '\Ises that are being or may be made of any ground-water" that may
have been affected by the facility are aU important factors in determining monitoring requirements.
Arter reviewing these factors, the Solid Waste Section will continue to require limited water quality
monitoring at the landfill for the following reasons:
I. There is increased residential and business development on property adjacenllo the facility.
Other properties in the general area of the site are also being developed.
2. TIle landfiU is unlined and therefore continues to produce leachate that affects groundwater.
TIle affected groundwater evelltuaUy moves from beneath the sile.
3. The leachate may have contaminants that pose a risk to human health and the environment.
4. Allhough there is public water available in the general area of the landfi!l, there are a number
of potable supp.ly wells within 500 feet of me landfill according to the 2001 Hurricane
Landfill Assessment Project survey for the NC Department of Environment and Natmal
Resources.
However a modification of current monitoring requirements wil! be permitted. Beginning this calendar
year, me Solid Waste Section will allow annual groundwater and surface water monitoring for the northern
portion of the Pitt County Landfill. The wells and surface water locations will be sampled for the same list
of constituents as have been sampled for in the past. Because the hydraulic gradient in the area is low,
groundwater is slow to move and annual sampling should provide adequate detection monitoring fo r
contaminant releases.
The south ern portion will continue to he subject to the monitoring requirements of J SA NCAC 138 .1630
through .1637.

One additional environmental monitoring issue for the northern portion of the landfill needs to be
addressed, and that is the need to monitor for methane gas. Solid waste management rules require that
concentrations of explosive gases, such as methane, not exceed the lower explosive limit of 5% by volume
at the property boundary (15A NCAC 13B .0503). Because of the property development adjacent to the
landfill there should be documentation that there is no threat to public health from the off-site migration of
methane. The only reliable way to insure the detection of methane is to install a permanent methane
monitoring system. The bar punch method with temporary monitoring locations that is being used at the
landfill is not an acceptable method.
Therefore the Solid Waste Section is requiring Pitt County to install a permanent methane monitoring
system along the northern property boundary between the landfill and the adjacent residential property that
is being developed. A methane monitoring plan that includes sampling probe construction design,
proposed probe locations, and sampling methodology should be submitted to the Solid Waste Section for
approval before implementation. A monitoring system installed according to accepted industry standards
can provide more accurate and reproducible infonnation and increase the confidence level that protection
of public health is being served.
