Kevin Lindley, Solid Waste Engineer 1207 Eubanks Road PO Box 17177 Chapel Hill, NC 27516 PARTICIPANTS: John Patrone, Environmental Senior Specialist - Solid Waste Section (SWS) Kevin Lindley, Solid Waste Engineer – Orange County Solid Waste Management STATUS OF PERMIT: Permit To Operate (PTO) issued June 27, 2012 PTO expiration date June 27, 2017 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On June 13, 2017, John Patrone met with Kevin Lindley to conduct a comprehensive inspection of the Orange County C&D Landfill on Eubanks Road in Chapel Hill, Orange County. 1. The construction and demolition debris (C&D) landfill (permit number 68-04) is located adjacent to the Orange County Closed Municipal Solid Waste (MSW) Landfill (South Landfill), the Orange County Closed MSW Landfill (North Landfill), the Orange County Closed C&D Landfill (North Landfill), the Orange County Household Hazardous Waste (HHW) Collection Facility, and the wood grinding area (all encompass permit number 68-01). 2. The facility is open Monday through Friday 7:00 am - 4:00 pm and Saturday 8:00 am - 12:00 pm. 3. The permit authorizes operation of the C&D landfill, Phase 1. 4. The facility permit, operations plan, and site plan were discussed. 5. The following are certified personnel: a. Gordon Dively, Certified Manager of Landfill Operations, No. 874221, exp. 11/04/19 b. R. Kevin Lindley, Certified Landfill Operations Specialist, No. LF-2016068, exp. 11/04/19 c. Thomas Lloyd, Certified Landfill Operations Specialist, No. LF-2016069, exp. 11/04/19 d. Warren Cloer, Certified Manager of Landfill Operations, No. 999954, exp. 06/10/19 6. The facility is permitted to receive C&D material, inert debris, land clearing debris, and (used) asphalt from Orange County. 7. The facility maintains records of the amount of material received. Throughput records were verified. Tonnage received from July 2016 through May 2017 is 7,465.06 tons. 8. The facility annual report (FAR) for July 2015 through June 2016 was received by the SWS dated July 27, 2016. The facility received 7,114.23 tons. 9. The facility maintains semiannual groundwater monitoring test records prepared by Draper Aden Associates, conducted by Sherrill Environmental, Inc., and analyzed by ENCO (Environmental Conservation Laboratories, Inc.). The November 15-16, 2016 monitoring event record was verified. An exceedance is noted. The May 28– 31, 2017 monitoring event results are pending. 10. The facility maintains quarterly methane monitoring records. Methane monitoring is conducted by facility personnel. Records were verified for September 16, 2016 (3rd quarter), December 14, 2016 (4th quarter), March 17, 2017 (1st quarter), and May 8, 2017 (2nd quarter). No exceedance of the methane lower explosive limit (LEL) is noted. 11. The facility maintains quarterly hydrogen sulfide monitoring records that mirror the methane monitoring dates. No exceedance is noted. 12. The facility uses a Gas Data LMSx methane detection unit, calibrated on September 20, 2016 and an Industrial Scientific unit for hydrogen sulfide detection. 13. Adjacent to the west external side slope there is a landfill gas (distribution) trunk line with eight passive vent risers. 14. Six inches of earthen material, used as cover, is required weekly and when the disposal area exceeds one-half acre. 15. The facility maintains a weekly landfill cover log. Records were verified for July 2016 through May 2017. The landfill cover log statement “end of day” refers to Friday at ~ 4:00 pm. 16. The working face appeared small and compact. 17. The facility maintains waste screening reports. A waste screening is required weekly or at > 1% by weight of the previous week’s total. Records were verified for January 3, 2017 through June 4, 2017. 18. The landfill cap, side slopes, and groundcover appeared well maintained. 19. There was no indication of erosion or runoff. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The landfill sediment basin appeared to be maintained in good condition. 22. No windblown material was observed. 23. Mr. Lindley stated that the landfill cap is mowed twice a year or as needed. 24. The facility operations plan states that metal from mobile homes and trailers will be recovered for recycling at the landfill working face. Recyclable material may also be removed from incoming loads. Recyclable material will be brought to storage areas associated with permit 68-01. 25. The facility received five mobile homes for material recovery from July 2016 through June 2017. 26. Orange County has a Temporary Disaster Debris Staging Site (TDDSS, DS68-002) located adjacent to the active area of the C&D landfill in the undeveloped area allotted for Phases 2 and 3. 27. The Orange County TDDSS (DS68-004) located on Millhouse Road was observed. 28. Orange County Solid Waste Management has ground 8,126 tons of wood waste from July 2016 through May 2017. The wood grinding operation appeared to be well maintained. 29. The New Hope Fire Department can be contacted to address an emergency at the facility. 30. The facility has an all-weather access road. 31. The facility is secured by a locked gate. The facility sign is located at the entrance to the scale house on Eubanks Road across from the C&D landfill. 32. The PTO expiration date is June 27, 2017.
