Dear Mr. Chao:
S&ME, Inc. (S&ME), on behalf of Edgecombe County, is proposing to connect four of the existing passive,
capped gas vents to the active landfill gas collection and control system (LFGCCS). Conditional approval
for the construction of the LFGCCS was granted by the Solid Waste Section (Section) in their March 20,
2011 letter Authorization for Constructing a Landfill Gas Collection and Control System letter. Construction
of the LFGCCS was completed in November 2012. Details of the completed LFGCCS were provided to the
Section in S&ME’s report Construction Completion Report And As-Builts For Landfill Gas Collection And
Control System, August 2014 (revised May 2016).
A Site Map depicting the layout of the existing, active LFGCCS at the Edgecombe County landfill is
provided in Figure 1. The existing layout of the gas collection system with the proposed connection of the
four existing, passive gas vent wells, V-14, V-26, V-28 and V-30, is provided in the attached Figure 2. A
schematic of the proposed construction of a typical down-slope LFG extraction well, with details of the
connection to the existing LFGCCS is provided in Figure 3. Figures 2 and 3 include the proposed piping
material, piping diameter and thickness. The existing 8-inch header pipe is on-grade. The proposed, new
4-inch lateral pipes will be buried a maximum of 12-inches below the ground surface. The buried 4-inch
lateral pipes will not disturb buried waste or the low permeability soil layer on the closed municipal solid
waste (MSW) unit. The closed MSW unit has an 18-inch low permeability soil layer overlain by an 18-inch
erosion layer at the surface. We are anticipating performing this work during the month of June 2017.
