STATUS OF PERMIT:
The Permit to Operate Phases 1, 2 and 4 of the Municipal Solid Waste Landfill, the C&D Landfill Unit on top of a
closed MSW Landfill and the Post-Closure Care Requirements for the closed unlined MSW Unit was issued to City of
Albemarle on August 8, 2016. The Permit to Operate shall expire on August 8, 2021.
PURPOSE OF SITE VISIT:

STATUS OF PAST NOTED VIOLATIONS:
None
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a MSWLF, yard waste/compost area, white goods area, scrap tire collection, battery
collection and a drop-off area for residential waste.
2. The service area for the facility is Stanly County.
3. The facility has proper signage.
4. All access roads were being maintained and in good condition.
Operations Inspection of Municipal Solid Waste Landfill:
5. The facility was operating in Phase 2.
6. The facility is approved to utilize tarps and Posi-Shell as an alternative cover material. The facility has also been
approved to use waste latex paint in the Posi-Shell mixture.
7. The working face was well controlled.
8. No unacceptable waste was observed.
9. Windblown waste was well managed.
10. Edge of liner markers were being maintained.
11. Good vegetative cover was being maintained on Phase1 of the MSWLF and the inactive areas of Phase 2 of the
MSWLF.
Operations Inspection of the Construction and Demolition Landfill:
12. The CDLF is used on a limited schedule.
13. No unacceptable waste was observed.
14. Edge of waste markers were being maintained.
15. Good vegetative cover was being maintained on the inactive areas.
16. New landfill gas probes (MP-31 and MP-32) have been installed to replace existing landfill gas probes MP-9 and
MP-12 on the western side of the active CDLF and closed MSWLF.
Operations Inspection of the Scrap Tire Area:
17. Tires were being collected in covered trailers and being stored properly.
Operations Inspection of the White Goods Area:
18. White goods containing Freon were observed separate from other metals and were being stored properly.
Operations inspection of the Treatment and Processing Area/Small Type 1 Compost Area:
19. Land clearing debris is kept segregated from yard waste and yard trash to be ground.
20. Ground yard waste and yard trash are windrowed and temperatures are being maintained.
21. Leaves are windrowed separately and temperatures are being maintained.
Records Review:
22. Reviewed the permit, operations plan, tonnage records, comprehensive daily inspection forms, soil cover log for the
CDLF, training records, groundwater, surface water and leachate sampling reports (January 2016 and July 2016),
methane monitoring records (conducted quarterly), special waste records, random load inspection records, leachate
pump and haul records, leachate collection line remote camera inspections, scrap tire certification forms and the leaf
pile temperature records.
23. 582,000 gallons of leachate was pumped from the leachate lagoon and hauled to be discharged into the City of
Albemarle sanitary sewer system in October 2016.
