The Permit to Operate shall expire on May 13, 2019. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a transfer facility, convenience area for recyclables, electronics recycling, antifreeze collection and used oil collection. 2. The facility is permitted to receive waste generated within Union County. 3. All waste received must be transported for disposal to the Chamber’s Development MSWLF (Permit No. 04-03), Uwharrie Regional Landfill (62-04) or the BFI-Charlotte Motor Speedway Landfill V (13-04). 4. The Permit to Operate issued on May 13, 2014 incorrectly lists the service area as Rutherford County and the disposal location as the Foothills Environmental Landfill. 5. A gate is provided at the entrance to the facility to prevent unauthorized access. 6. The facility had proper signage. 7. All access roads were of all-weather construction and well maintained. Operations Inspection of the Transfer Facility: 8. The facility receives approximately 300 tons of waste each operating day. 9. Observed operations of the transfer facility. 10. The transfer facility was well managed. 11. An area of damaged metal sheeting on the back of the trailer loading bay was pointed out to landfill staff to be repaired. 12. No unacceptable waste streams were observed. 13. Windblown waste was well controlled at the time of the inspection. Records Review: 14. Reviewed the permit, operations plan, training records, tonnage records, random load inspection records, leachate pump and haul records and the clean-up log which documents the date the transfer station walls, floor, drains and scale areas are cleaned. 15. Leachate is collected in a trench drain and piped to a 3000-gallon leachate concrete holding tank. The leachate is pumped and hauled, as needed, to a discharge point and then discharged into the Union County Public Works Sanitary Sewer System. 16.
