STATUS OF PERMIT:
An amendment to the Permit to Operate a Scrap Tire Processing Facility was issued to Liberty Tire Services of North
Carolina, LLC dba U.S. Tire Recycling Partners, Limited Partnership on October 28, 2016. The Permit to Operate shall
expire on August 11, 2021, based on the current franchise agreement.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The scrap tire processing facility is permitted to store no more than 2,350 tons of stockpiled and processed tires at
any time.
2. A minimum of seventy-five percent (75%) of the tire-derived products must be disposed in the U.S. Tire
Recycling Partners, LP tire monofill or shipped offsite on an annual basis.
3. The facility is secured by a gate at the facility entrance. A security guard is also present during the evening and
nighttime hours.
4. The current franchise agreement with the City of Concord expires on August 11, 2021.
5. The Poplar Tent Fire Station provides fire protection services to the facility.
Operations Inspection of the Scrap Tire Processing Facility:
6. Incoming tires are segregated into three primary types: 1) tires suitable for resale or recapping, 2) passenger tires, and
3) tires from off-road equipment.
7. Passenger vehicles tires that are not culled for resale are shredded into drain field material or tire derived fuel. Tires
too large for processing are split for disposal in the tire monofill.
8. No unacceptable waste was observed.
9. Please ensure that stakes or posts are installed to delineate the tire storage areas and the tire chip pile storage areas as
shown in the approved site plan as required by the Permit to Construct and Operate, Attachment 3, Part I-General
Conditions 4(i).
10. No vectors were observed during the inspection.
