ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Gaston County and the area encompassed by a
radius of 100 miles extending from the Gaston County line.
3. For fiscal year 2016-2017 the facility has accepted an average of 522.85 tons per day at the MSW LF. (July 2016-
June 2017)
4. For fiscal year 2016-2017 the facility has accepted an average of 209.16 tons per day at the C&D LF. (July 2016-
June 2017)
Operations Inspection of the MSW Landfill Unit:
5. The facility is currently working in Unit 2, Phase 2. Unit 2, Phase 1 had been temporally capped and facility staff
were dressing up side slopes for seeding and sowing.
6. No unacceptable waste streams were observed in the MSWLF.
7. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
8. All access roads maintained in good condition.
9. Working face was small and compact.
10. The facility utilizes soil and spray-applied Mortar Coating (SMC) for daily cover and soil cover is applied once a
week.
11. Slight amount of windblown was observed along the roadway to the working face. Waste observed appeared to be
no more than from daily activities.
Records Review
12. A copy of the current permit and operations plan are maintained in the landfill office.
13. 1st Semi-annual groundwater monitoring and 2nd Semi-annual groundwater monitoring were reviewed. Leachate
monitoring is performed semi-annually with the groundwater monitoring.
14. Random inspection reports were reviewed. Facility staff perform one (1) random inspection each day at MSW and
C&DLF. Reports provided good documentation of observed unacceptable waste streams. Discussed with facility
staff about documenting final disposition of these wastes. Records reviewed were from January 2, 2017 – June 6,
2017.
15. Leachate is discharged to the Gaston County sanitary sewer system. Leachate is pumped from the four pump

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

stations to the lift station which pumps to the Gaston County sanitary sewer system. The two 250,000-gallon above
ground storage tanks are not in use. The tanks are a back-up system in case the lift station needs to be shut off due
to a failure in the sanitary sewer system. Discharged records were reviewed and 265,042 gals of leachate was
discharged in May 2017. All of cell 1 & 2 of Unit 2, Phase 1 leachate lines were video Nov./Dec. 2015.

17. Edge of waste markers were observed.
18. No unacceptable waste streams were observed.
19. All access roads maintained in good condition.
20. Working face less than ½ acre in size.
21. The facility utilizes soil for cover which is applied weekly.
22. No on-site erosion of the landfill was observed.
23. No ponding of water on the landfill was observed.
24. Windblown waste was well managed.
White Goods & Scrap Metal Collection Area
25. Area is well maintained.
26. White goods are staged upright on a concrete pad.
27. White goods were well organized and stored in an upright position.
28. CFC’s are removed from all white goods by Rapid Recovery of Monroe, NC.
29. Scrap metal is collected by Web Metal for recycling.

30. Scrap tires are collected and stored in US Tire semi-trailers.
31. Area is well maintained.

Small Type 1 Composting
33. Attendant on duty checks all incoming loads.
34. Area was well organized and maintained.
35. All unacceptable waste was separated for proper disposal.
36. Temperatures are taken for 3 days in a row to ensure the 131 degrees F temperature is sustained as required for
pathogen reduction.
37. Temperature records were reviewed. Temperature requirements were being met prior to distributing to the public.
