The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of wood waste and inert debris treatment and processing (T&P), Large Type 1 Composting
facility and an LCID landfill.
2. The facility is permitted to receive land clearing debris, yard trash, untreated and unpainted wood waste and
wood pallets, and inert debris (unpainted and untreated concrete, brick, block, rock, used asphalt and
uncontaminated soil) from Forsyth and surrounding counties.
3. The facility is secured by means of gates, which are kept locked when the facility is not in operation. Fencing is
also in place to prohibit unauthorized access to the site.
4. Proper signage was posted at the gate, including the facility name, permit number, acceptable wastes and
contact information.
5. The facility’s current Permit to Operate and approved Operations Plan were available and reviewed.
6. Access roadways throughout the site were of all-weather construction and well-maintained. No ruts or ponding
water were observed at the site.
7. No unacceptable waste streams were observed at the facility during the inspection.
8. Any unacceptable material is removed from incoming loads as they are dumped and placed in covered
containers for temporary storage until they are removed from the site for proper disposal.
9. The facility is open and operating 7:30 am – 5:00 pm, Monday through Friday and 7:30 am to 2:00 pm on
Saturday.
10. All required buffers appeared to have been met, and no waste was located within 100’ of the well, which is
situated near the center of the site.
Inspection of the LCID Landfill Unit:
11. Incoming waste loads are evaluated individually, and the customer is directed by facility staff to the appropriate
location to unload. Materials deemed inappropriate for processing are unloaded onto the tipping area adjacent to
the working face of the LCID landfill unit.
12. The working face was observed to be small and well-controlled. The tipping area was well maintained and
adequately sized to allow vehicles and equipment to maneuver safely. Facility staff push the materials to the
desired area and compact them throughout the operating day. Mr. Lawson stated that waste is covered with the
1’ of clean soil required by the permit at least monthly.
13. A portion of Area 1 to the west of the current working face had been graded, covered and seeded during the
week of May 29, 2017, and some vegetation was observed to have germinated.
14. Area 2, located to the north of the current fill area, had been partially excavated and the soils used as cover in
the existing landfill. Mr. Lawson estimated that he would be ready to move operations into Area 2 within the
next six months.
15. The landfill unit is designed to direct stormwater runoff to a sediment trap northeast and adjacent to the working
face. This device appeared to be free of debris and functioning properly, with silt fencing in place and intact.
16. A review of the Facility Annual Report for the period July 1, 2015 through June 30, 2016 indicated that an
average of 140 tons of waste was accepted daily at the facility during that time.
17. Edge of waste markers were in place and visible around the LCID disposal area for Areas 1 and 2.
Inspection of the Treatment & Processing and Large Type 1 Compost Units:
18. The southern half of the site is designated for composting and T&P operations (5.79 acres). To the east of the
entry roadway, stockpiles of soil, concrete dust and inert debris are neatly stored in small, manageable piles
with access on all sides.
19. The composting area is located to the north of this storage area. Compost was windrowed in piles approximately
8’ to 10’ tall and 15’ wide that are also easily accessible.
20. Concrete bunkers, located between the T&P area and the composting area, house crushed concrete, stone,
asphalt and brick.
21. Unprocessed inert debris and wood waste are stockpiled northeast of the composting area. As material is
received at the site, it is spread out so that material types can easily be separated for processing and as much soil
as possible removed from the materials.

22. No ponding water was observed in any of the T&P and compost areas.
23. The T&P and composting area is designed to direct stormwater runoff to a pond on the eastern side of the
facility. A drainage ditch runs along the southeastern edge of the T&P/Compost operations and storage area into
a pipe that conveys the runoff directly down the hill to the pond. The pond was observed to be clean and well-
maintained; the surrounding areas, including the ditch line, were mowed.
24. Temperature logs were reviewed for 2015, 2016 and 2017 to date. Mr. Lawson explained that he monitors each
windrow until temperatures reach at least 131°F for three days in a row. At that point, he turns the windrow and
begins monitoring again. This process is repeated at least three times before the material is of the desired
consistency and ready to be offered for sale to the public.
25. The 2015-16 Facility Annual Report the following:
2,380 tons of material was used for composting;
2,500 tons of wood waste was disposed of in the LCID landfill unit;
120 tons of wood waste was processed into boiler fuel and mulch;
1,000 tons of inert debris was processed at the facility;
2,300 tons of inert debris was disposed of in the LCID landfill unit;
120 tons of miscellaneous waste and unacceptable material was properly disposed rather than
processed;
12 tons of metal was captured and recycled.
26. No objectional odors were observed during this inspection.
