The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The facility consists of wood waste and inert debris treatment and processing (T&P) facility and is permitted to
receive land clearing debris, untreated and unpainted wood waste, uncontaminated pallets and uncontaminated
soil.
2. The facility is secured by means of a gate which is kept locked when the facility is not in operation. Fencing,
berms and cement barricades are also in place to prohibit unauthorized access to the site.
3. Proper signage was posted at the gate, including the facility name, permit number, acceptable wastes and
contact information.
4. The facility’s current Permit to Operate and current, approved Operations Plan (dated April 2015) were
available and reviewed.
5. Waste is received and product is dispensed at the site by appointment only. As a customer enters the site, the
vehicle is stopped at the end of the access drive and a ticket is written up with information including the type of
waste and volume of the load. Tickets are used as a receipt for customers and as a means of calculating the
tonnage of incoming waste for the annual report. For customers purchasing product, an invoice is generated that
indicates the product and the volume of the outgoing material.
6. As loads are received, the waste is unloaded in designated areas and checked for unacceptable materials. Any
trash or unacceptable material is segregated into a concrete bunker used solely for that purpose then disposed of
at the Hanes Mill Landfill (Permit #34-02). Mr. Slater stated that only a small amount of trash is found in the
incoming loads. Ensure that all trash, along with any windblown litter, is placed in a covered container
before the end of each operating day.
7. A review of the Facility Annual Report for the period July 1, 2015 through June 30, 2016 indicated that a total
of 950 tons of wood waste and 210 tons of concrete were accepted at the facility, and that 0.1 tons of trash were
culled from that material and disposed of at Hanes Mill Landfill.
8. The facility appeared to be clean and well maintained in most areas. No windblown litter was observed on the
site.
9. The site is graded so that water is directed toward the middle into a small basin. From there it is pumped to the
sediment pond at the eastern end of the property. At the time of this inspection, the drainage basin was almost
full due to the thunderstorm the previous evening. Mr. Slater explained that the site drains well and the basin
would be empty and dry within the next day or two.
10. Dust is controlled at the site in two ways. First, roadways and operations areas are sprayed with water as
needed. Second, the crusher and the grinder are fitted with spray nozzles so that the material can be dampened
as it is processed.
11. Access roadways are of all-weather construction and adequately sized to allow customers and staff to maneuver
safely. Some ponding water was observed on the access roadway where vehicles and equipment had left ruts in
the mud. Mr. Slater indicated that, as the site drains he will add soil and crushed concrete to level the roadway
in these areas.
12. Wood waste is separated according to the intended processing method. Stockpiles of unprocessed wood waste
were situated near the processing areas and were of reasonable size, with adequate fire breaks. Wood waste is
ground into mulch or boiler fuel, sawed into firewood, or fed through the sawmill located on the west side of the
site. Lumber is then stacked onto pallets and stored under cover to dry before it is loaded into the drying kiln
located behind the sawmill.
13. Processed wood waste is monitored and turned as needed so that temperatures remain under 110° and
composting does not take place.
14. Inert debris is separated by type: brick, concrete, used asphalt, soil and topsoil. Inert debris is crushed into
desired sizes and mixtures. Soil and concrete dust are screened and stockpiled separately.
15. The facility also accepts wet waste concrete, which is unloaded into prepared forms that produce large concrete
blocks of the type used to delineate storage and processing areas and to maintain site security and proper
buffers.
