Re: Approval of the Request of Adding New Waste Stream for Disposal at
City Albemarle C&DLF, a Landfill Unit on Top of the Closed Unlined MSWLF Unit

Dear Mr. Preslar:
The Division of Waste Management (DWM), Solid Waste Section (the SWS) received your June
08, 2017 e-mail message (DIN 27910) requesting an approval of disposing of “C&D-Like
Waste” at the City Albemarle Construction and Demolition Debris Landfill (C&DLF), Permit
No. 8401-CDLF-1997, a landfill unit on top of the closed and unlined Municipal Solid Waste
Landfill (MSWLF) unit. According to the information attached to the June 08, 2017 e-mail
message, this waste stream includes commingled wood fiber, wood dust or wood flour, and
polyethylene waste, which are the wastes generated from manufacture of fiber composite
decking products at the facility owned by Fiber Composites, LLC in New London, Stanly
County, North Carolina.
After reviewing the received information - MSDS of the product and historical groundwater data
associated with the City Albemarle Landfill Facility, pursuant to Solid Waste Management Rule
15A NCAC 13B .0542(e)(4), the SWS determines the above-mentioned waste stream generated
at the facility in Stanly County North Carolina can be disposed of at the City Albemarle C&DLF
unit, Permit No. 8401-CDLF-1997. Since the current Permit Approval To Operate for the City
Albemarle Landfill Facility (DIN 25296) will not expire until August 08, 2021, in lieu of issuing
the City Albemarle a new permit, this approval letter shall be considered as an addendum to the
existing permit and effective immediately.
