ADDITIONAL COMMENTS
1. The property was sold to Ranch Properties LLC on September 4, 2015. The facility closure process is being
implemented through the current property owner.
2. Access to the site is restricted by means of a gate which is kept locked when the property owner is not at home.
3. Access roads are of all-weather construction and well maintained.
4. The facility had included a mining operation under permit # 79-25.
5. Permanent edge-of-waste markers had been installed at the four corners of the fill area. The markers are bright
orange rebar pins that stand approximately 4’ in height. Each of these four pins was easy to spot and was
observed during the inspection.
6. No signs of erosion were observed at the site.
7. Maintenance had been performed to re-shape the top of the landfill to ensure that surface water sheet flows
down the eastern side slope of the landfill. Ruts formed by heavy equipment traffic during the previous
inspection had been removed.
8. Grass was becoming established on the top of the landfill.
9. The ditch along the western edge of the fill area had been cleaned out to channel storm water away from
landfill.
10. Woody growth and small trees had been removed from the side slopes.
11. Equipment was staged on the top of the landfill near the eastern edge.
12. Soil and stone stockpiles are located near the western edge of the fill area.
13. Preventive maintenance should be undertaken regularly to ensure that woody growth does not become
established on the top or the slopes of the landfill, as this could damage the landfill cap and/or inhibit the
required established vegetative cover from protecting the fill area and preventing erosion.
14. Please note that inspections of the closed landfill facility will continue to occur after the closure is complete,
and access must be provided to DEQ staff when requested.
15. The closure document provided with this inspection report must be recorded in the Rockingham County
Register of Deeds Office no later than March 31, 2017, and a certified copy of the recorded document
provided to the Solid Waste Section within ten days of the recordation.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
