Groundwater and surface water sampling was performed by Pace Analytical Services, Inc. (formerly Analytical Services, Inc.) and analytical testing was performed by Pace Analytical Services, Inc. The groundwater and surface water samples were analyzed for the Detection Monitoring parameters listed in 15A North Carolina Administrative Code (NCAC) 13B .0544(b)(1)(D), which included the constituents listed in Appendix I of 40 CFR Part 258 (15 heavy metals and 47 organics), mercury, chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, and total dissolved solids. In accordance with a North Carolina Department of Environmental Quality (NCDEQ) memorandum for C&D landfills dated June 25, 2010, tetrahydrofuran was also monitored for each of the samples collected. Included in Attachment A is a copy of the laboratory analytical report and field information forms. Assessment Monitoring Program A Groundwater Assessment Monitoring Work Plan was compiled in accordance with 15A NCAC 13B .0545, due to confirmed methylene chloride detections at MW-4 above the North Carolina 15A NCAC 2L Water Quality Standard during the Second Semi-Annual 2014 event. The Groundwater Monitoring Assessment Work Plan was submitted on March 9, 2015 by Jett Environmental Consulting and approved by NCDEQ in correspondence dated March 16, 2015. Well MW-5 was installed downgradient of MW-4 on March 25, 2015. The sampling activities associated with the Work Plan were completed during the May 2015 event. A summary of the May 2015 event data was provided to NCDEQ in correspondence dated July 27, 2015. No volatile organic compounds (VOCs) have been confirmed detected above NC Solid Waste Section Limits (SWSLs) or NC 2L Standards at MW-5. Per a March 8, 2016 NCDEQ letter, MW-4 was approved for abandonment and replaced with MW-5 in the groundwater monitoring program. The NCDEQ letter requested the site continue in Assessment Monitoring at this time. Well MW-4 was abandoned on July 25, 2016, as documented in a Well Abandonment Report submitted to NCDEQ on August 12, 2016 by SCS Engineers. Groundwater Flow Rate & Direction The attached Figure 1 provides a potentiometric surface map utilizing water level data from the First Semi- Annual 2016 event. Groundwater flow direction for the First Semi-Annual 2016 event was generally to the northwest, consistent with past reports. 2      To calculate the average linear groundwater velocity, the hydraulic gradients were measured from the potentiometric surface map. The groundwater velocities are then calculated from the following equation: v = [ Ki/n ] * 365 where: v = groundwater flow velocity (ft/year) K = hydraulic conductivity (ft/day) i = hydraulic gradient (ft/ft) n = effective porosity (dimensionless) Based on information provided in the “Construction Plan Application” by S&ME, Inc. dated February 20, 1998, hydraulic conductivity measurements average 1.13 ft/day and the effective porosity measurements average 33%. During the First Semi-Annual 2016 event, the hydraulic gradient from the southeast to northwest portion of the site was estimated at 0.0238 ft/ft. Using the hydraulic conductivity of 1.13 ft/day, the effective porosity of 0.33, and a hydraulic gradient of 0.0238 ft/ft, the calculated groundwater velocity was 0.081 ft/day (30 ft/yr) for the First Semi-Annual 2016 event. Effectiveness of the Monitoring Systems The groundwater monitoring well network is designed to detect potential effects on groundwater from the facility. The designated upgradient monitoring well, MW-1, is positioned to monitor background groundwater quality for the facility. The remaining three wells (MW-2, MW-3, and MW-5) are positioned in the downgradient position around the base of the landfill footprint. Each of the wells was sampled during the First Semi-Annual 2016 event. The surface water monitoring network is designed to detect potential effects on surface water from the facility. The designated upgradient point, SW-1, is positioned to monitor background surface water quality for the facility. The designated downgradient point, SW-2, is positioned to monitor surface water quality downgradient from the landfill. Both surface water monitoring points were sampled during the First Semi-Annual 2016 event. Based on a review of well and surface water locations, groundwater flow directions, flow gradients, flow rates, and sampling availability, the present monitoring program is considered sufficient to monitor groundwater and surface water quality surrounding the facility. Monitoring Summary A summary of the inorganic results and organic detections for the First Semi-Annual 2016 event is available on Table 1. The following is a brief summary of the monitoring data from the First Semi-Annual 2016 event: Groundwater  The NC SWSL is the lowest amount of analyte in a sample that can be quantitatively determined with suitable precision and accuracy. The SWSL is the concentration below which reported analytical results must be qualified as estimated. No VOCs were detected above an SWSL during the First Semi-Annual 2016 event.  Three inorganic constituents were reported above the NC 2L Standards: total chromium at MW-5; total iron at MW-2, MW-3, and MW-5; and total manganese at MW-2, MW-3, and MW-5. 3      Total Chromium, Iron, and Manganese at MW-5 Review of the Pace Analytical Services, Inc. field sampling form for well MW-5 indicates that the well went dry after 4.75 gallons were removed. The field turbidity was increasing as the well was approaching dryness. Therefore it appears that suspended sediment was the likely cause of the increase in total chromium, iron, and manganese at MW-5. It is recommended that MW-5 be redeveloped in an attempt to lower field turbidity (suspended sediment) and total metals (i.e. chromium, iron, and manganese). Total metals at well MW-5 will then be resampled with a peristaltic pump, supplemented with dissolved metals analysis. Total Iron and Manganese at MW-2 and MW-3 The First Semi-Annual 2016 total iron concentrations at MW-2 (335 ug/L) and MW-3 (2,110 ug/L) are consistent with the historical total iron concentrations at MW-2 (72.8 to 968 ug/L) and MW-3 (84.2 to 10,500 ug/L), respectively. The First Semi-Annual 2016 total manganese concentrations at MW-2 (54.3ug/L) and MW-3 (137 ug/L) are consistent with the historical total manganese concentrations at MW-2 (5.2 to 113 ug/L) and MW-3 (17.3 to 989 ug/L), respectively. The total iron and total manganese concentrations in groundwater wells MW-2 and MW-3 appear to be attributable to naturally occurring conditions at the site and not related to the landfill. Surface Water  No VOCs were detected above an SWSL in surface water samples.  Four inorganic constituents were reported above the NC 2B Standards: total copper at SW-2; total iron and total manganese at SW-1 and SW-2; and total zinc at SW-2. Total Iron and Manganese at SW-1 SW-1 is located upgradient to the facility. The First Semi-Annual 2016 concentration of total iron at SW-1 (1,800 ug/L) is consistent with historical total iron concentrations at upgradient surface water point SW-1 (474 to 2,920 ug/L). The First Semi-Annual 2016 concentration of total manganese at SW-1 (288 ug/L) is consistent with historical total manganese concentrations at upgradient surface water point SW-1 (97.3 to 674 ug/L). The total iron and total manganese concentrations in upgradient surface water point SW-1 appear to be attributable to naturally occurring conditions at the site and not related to the landfill. Total Copper, Iron, Manganese, and Zinc at SW-2 Review of the Pace Analytical Services, Inc. field sampling form for surface water point SW-2 indicates that the field turbidity was >800 NTU during sampling. Therefore it appears that suspended sediment was the likely cause of the increase in total metals (i.e. copper, iron, manganese, and zinc) at SW-2. It is recommended that SW-2 be resampled in an attempt to collect a lower field turbidity (i.e. lower suspended sediment) sample. The SW-2 resample will be analyzed for total metals, supplemented with dissolved metals analysis. Assessment Activities Summary In order to delineate the extent of methylene chloride in the vicinity of MW-4, one additional well (MW-5) was installed downgradient of MW-4 in March 2015 (see Figure 1). Delineation well MW-5 allowed collection of groundwater samples in the direction of any potential migration. 4      The only organic compounds that had been confirmed detected above SWSLs at MW-4 are methylene chloride, tetrahydrofuran, and trichlorofluoromethane. Methylene chloride and trichlorofluoromethane are commonly found in landfill gas (LFG). Since new downgradient well MW-5 indicated no confirmed VOCs above applicable NC SWSLs or NC 2L Standards (May and November 2015 events), then the extent of VOC impact had been considered defined on the landfill property by MW-5. Per a March 8, 2016 NCDEQ letter, MW-4 was approved for abandonment and replaced with MW-5 in the groundwater monitoring program. The NCDEQ letter requested the site continue in Assessment Monitoring at this time. Recommendations During the First Semi-Annual 2016 event, no VOCs were detected above an SWSL at the groundwater monitoring wells or surface water samples. Due to 2L exceedances for total chromium at MW-5, the site will continue in Assessment Monitoring through the next semi-annual event. Well MW-5 went dry during sampling using a Grundfos submersible pump. During the week of September 12, 2016, the site plans to redevelop MW-5 and collect a resample utilizing a peristaltic pump for low flow purging/sampling. Dissolved metals will be collected to supplement the total metal sample results at MW-5. The site will also attempt to resample surface water point SW-2 for total/dissolved metals, which exhibited elevated field turbidity and total metals during the First Semi-Annual 2016 event. The MW-5 and SW-2 resampling results will be submitted to NCDEQ upon receipt and review. The next semi-annual sampling event is tentatively scheduled for November 2016.
