One of the pipes extends further than originally identified during a camera inspection and upon reconnaissance work using a geotechnical probe, it has been determined that the pipe extends into the area delineated by the Edge of Waste (EOW) boundary. The proposed plan includes excavation the remaining portion of pipe, hauling any ash and/or ash/soil comingle to Craig Road Landfill (permit no. 8504-INDUS) and backfilling with clean soil to reestablish the soil cap to existing or better (i.e., thicker) conditions. The soil cap thickness will be restored is a minimum of two (2) feet. The project will not go into the synthetically lined portion of the landfill but remain in the soil covered portion. This letter serves as a request to disturb the soil cap at the Pine Hall landfill to remove the stormwater pipe. An Erosion and Sediment Control permit for this project has been approved by the Division of Land Quality and is being ammended to cover this work.
