HomeMy WebLinkAbout1107_BuncombeCo_MSWLF_3H:1VFinalGradeApprove_DIN27894_20170609 June 9, 2017 Sent Via Email – jon.creighton@buncombecounty.org Mr. Jon Creighton Planning & Development Director 46 Valley Street Asheville, North Carolina 28801 Subject: Phases I‐III 3H:1V Final Grade Approval Buncombe County MSW Landfill Buncombe County, Permit # 1107‐MSWLF‐1996, Document ID 27894 Mr. Creighton, The Division of Waste Management, Solid Waste Section (Section) has completed a review of the submittal titled 2017 Facility Plan Modification (DIN 27850). The document was submitted to the Section on your behalf by Hodges, Harbin, Newberry & Tribble, Inc. and received in the Asheville Regional Office on May 30, 2017. The submitted Facility Plan has been modified for the approval of three‐horizontal to one‐ vertical (3H:1V) final grades for Phases I‐III (Cells 1‐6). The modified Plan includes all information required by Rule .1619 as well as the supporting data, calculations and drawings. Additionally, the submittal includes Engineering Plan updates that demonstrate the steeper grades and increased waste volume will not negatively impact the liner system, leachate collection system or the slope stability of the landfill. Finally, the submittal also includes Operation Plan updates that note the drawings for the sliver filling operations are still being prepared and will be submitted under separate cover once finalized. Based on this information, the Section approves the 3H:1V final grades (post‐settlement surface slopes) for Phases I‐III (Cells 1‐6) of the MSW landfill. As a result, the above referenced document is now part of the Approved Plan. As part of the Approved Plan, the document must be maintained on site and implemented accordingly. The document will be added to the List of Documents for the Approved Plan in the Life of Site Permit to be issued in the near future. Please note, sliver filling waste operations cannot commence until the operational drawings have been submitted to and approved by the Section. However, soil placement activities, such as access road and truck turn‐around construction can begin immediately.
