Dear Ms. Drummond:
On behalf of Granville County, Joyce Engineering Inc. (JOYCE), is submitting the attached
abandonment records for well and piezometer abandonment at the Oxford Landfill. This letter serves as
our certification of proper well and piezometer abandonment as required by 15A NCAC 13B Rule .1623
§ (b)(2)(I). One piezometer (PZ-14) monitoring Unit 2 and one monitoring well (NES-1D) for Unit 1 were abandoned in accordance with 15A NCAC 2C Rule .0113 § (a)(2). DEQ approved the
abandonment request on April 28, 2016 (DIN 26013).
The abandonment activities were performed on July 8, 2016, by Elite Techniques, Inc. of
Camden, South Carolina and supervised by JOYCE. The well abandonment records (form GW-30) for the well and piezometer are attached. PZ-14 within the Unit 2 expansion area was abandoned by overdrilling with 8-inch hollow stem auger to depth of 42 feet and grouted with a tremie-pipe. NES-1D
north side of Unit 1 was over drilled by 8-inch hollow stem auger to depth of 26 feet, then continued
with 6-inch tricone air-rotary to depth of 80 feet and grouted with a tremie-pipe.
