HomeMy WebLinkAbout7906_Duke_DanRiver_AccessRoad_DIN27881_201706053191 Pine Hall Road Walnut Cove, NC 27042 336-445-0610 June 5, 2017 North Carolina Department of Environmental Quality Division of Waste Management, Solid Waste Section 2090 U.S. Highway 70 Swannanoa, North Carolina 28778 Attn: Mr. Larry Frost Re: Dan River Landfill Cell 1 Access Road Permit No.: 7906-INDUS Dan River Steam Station Rockingham County Eden, North Carolina 27288 Dear Mr. Frost, Duke Energy Dan River Landfill (7906-INDUS) received approval to operate Cell 1 on May 30, 2017 and the first load of waste was placed in the cell on May 31, 2017. During operation of Cell 1, construction of Cells 2 and 3 will continue as planned. Currently, ash that remains in the Cell 3 footprint is being hauled into Cell 1 on an access road between the two cells. As Cell 3 excavation nears completion, pond ash from the primary basin will be hauled to Cell 1 and Cell 3 will commence construction following a determination that all ash and residuals have been removed from the landfill footprint. At this time, ash haul trucks will not be able to traverse the Cell 3 area and will need to establish an alternate access to Cell 1 to continue disposal operations. Duke Energy respectfully asks for concurrence from NCDEQ Division of Waste Management (DWM) to use Cell 2 for access to Cell 1 in the period of time between the completion of Cell 2 construction and the issuance of a permit to operate for Cell 2. A haul road will be built after construction of Cell 2 is complete and the entire cell is covered with two (2) feet of protective cover. The road itself will be built of four (4) feet of material for a total of six (6) feet above the liner. This configuration will allow access to Cell 1 from the East side and move operational traffic away from the construction of Cell 3. A picture of the proposed road is attached.
