These rules present criteria for explosive gas control as it relates to requirements for Municipal Solid Waste (MSW) landfill facilities. 15A NCAC 13B.1626 (4) (a) states: “Owners or operators of all MSWLF units must ensure that: (a) the concentration of methane gas generated by the facility does not exceed 25 percent of the lower explosive limit for methane in facility structures (excluding gas control or recovery system components; and (b) the concentration of methane gas does not exceed the lower explosive limit for methane at the facility property boundary.” The purpose of this Monitoring Plan is to establish the recommended procedures and methods to perform landfill gas monitoring at the closed Davie County MSW & C&D landfills. The methane gas monitoring program shall be implemented to detect possible migration of methane gas off-site from the landfill. Included in this program is the methane monitoring system, methane gas monitoring well locations, methane monitoring procedures, sampling frequency, reporting requirements, and contingency plan. 1.2 Location and Availability of Monitoring Plan A complete copy of this Monitoring Plan will be maintained in the office of the Davie County, Utilities Director. This Monitoring Plan will remain on-site in the former Scale House building and be made available to NCDEQ for inspection. 1.3 Monitoring Plan Review The Davie County Solid Waste Department will review and update this Monitoring Plan as needed to reflect changes in methodology, monitoring, facility modifications, or as directed by the NCDEQ. The Davie County will make the needed revisions to the Monitoring Plan and implement the changes as soon as practical following an amendment. 2.0 Facility Description The following sections describe the facility and past and present operations on site. 2.1 Location The Davie County Landfill is owned and operated by Davie County and is located approximately 2.5 miles southeast of downtown Mocksville in the central part of Davie County. The physical address of the landfill is 360 Dalton Road, Mocksville, North Carolina 27028. The facility location is illustrated on Figure 1. Landfill Gas Monitoring Plan Davie County Landfills Mocksville, North Carolina S&ME Project No. 1584-03-109A May 30, 2017 2 2.2 Landfill Operations The Davie County Landfill site consists of the closed MSW landfill & the closed C&D landfill. Records reviewed by S&ME indicate that the Davie County MSW landfills consisted of four Phases. Phase I and Phase II, situated east of the permitted MSW landfill (Permit No. 30-01) were Pre-Regulatory landfills; which are currently managed by the NCDEQ, and they are excludes from this Plan. The Pre- Regulatory Landfill units are reportedly referred by the NCDEQ as the Dalton Refuse Dump, NONCD0000279. The permitted Davie County MSW landfill units addressed by this Monitoring Plan reportedly consist of the following two phases: ♦Phase III, closed in 1990 ♦Phase IV, closed in 1994 The closed Davie County MSW Landfill, Phases III and, IV are unlined landfills. Although detailed written records of the landfill operation have not be discovered, landfill was reported to predominantly consist of multiple trench style structures. Phase IV operations reported ceased sometime prior to October 6, 1993. Based on historical closure design drawings prepared by DS Atlantic, dated October 7, 1993, Phase IV was to be “closed-out” with approximately 18 inches of a soil barrier material with a conductivity of approximately 10 -5 centimeters/second placed over the waste, overlain by approximately six-inches of topsoil (erosion layer) on top of the landfill. Specific closure methods for other phases were not discovered. The C&D Landfill (Permit # 30-03) is located north of the closed and permitted MSW Landfill units. The C&D Landfill was closed in 2003. Currently, under contract with Davie County, Republic Services utilizes the portions of the facility near Dalton road as a solid waste convenience site for County residents. The landfilled property is illustrated on Figure 2. 2.3 Existing Landfill Gas Vents and Methane Monitoring Wells The subject Davie County MSW Landfill units and C&D Landfill do not have gas venting systems. It is recognized that peak production of landfill gas typically occurs within 5-7 years following the burial of waste; therefore, gas production for the MSW landfill has most likely diminished substantially following approximately 23 years of landfill closure. C&D landfills typically contain non-hazardous materials such as wood, sheet rock, gypsum board, concrete, bricks, and paving materials. When compared with MSW landfills, they are less significant sources of landfill gas generation due to the waste being composed of a lower percentage of organic wastes. 2.4 General Site Information 2.4.1 Physiographic Setting According to the Geologic Map of North Carolina, Region 8, by P. Albert Carpenter, dated 1982; the landfill and vicinity are underlain by metamorphosed rocks of the Charlotte belt, described as granitic Landfill Gas Monitoring Plan Davie County Landfills Mocksville, North Carolina S&ME Project No. 1584-03-109A May 30, 2017 3 gneiss. The depth to groundwater at the Davie County Landfill site can be gauged from static water levels obtained from the compliance groundwater monitoring network. The uppermost prevalent groundwater aquifer across the site is typically encountered in the shallow partially weathered bedrock (granitic gneiss) near the soil-bedrock interface. The primary component of groundwater flow is along fracture networks and joint systems within the partially weathered bedrock. Based on static water level data obtained from the compliance groundwater monitoring network, the direction of groundwater flow across the site is toward the west and northwest. According to the Soil Survey of Davie County North Carolina, the soils within the landfill area are classified as Udorthents, soil which has been altered by excavation or covered by earthy fill material. The following summarizes the soil series for natural soils adjacent to the landfill. ♦The natural soils to the west and northwest of the landfill area are classified as Pacolet sandy clay loam which consists mainly of well drained Pacolet and similar soils on ridges in the uplands. The soil is moderately eroded, and in most places tillage has mixed subsoil material into the remaining original surface layer. Typically, the surface layer is a yellowish red sandy clay loam 7 inches thick. The subsoil is 29 inches thick. The upper part is red clay loam. The next part is red clay that has reddish yellow mottles. The lower part is red sandy clay loam with reddish yellow mottles. The underlying material to a depth of 60 inches is red and yellowish red saprolite that has a texture of sandy loam. Water and air move through this soil at a moderate rate and the shrink-swell potential is low. ♦The soils to the south and northeast of the landfill area are classified as Rion sandy loam which consists mainly of well drained Rion and similar soils on the side slopes in the uplands throughout the County. Typically, two inches of fresh and decomposed hardwood litter is on the surface. The surface layer is a yellowish brown sandy loam that is six inches thick. The subsurface layer is light yellowish brown sandy loam and is also six inches thick. The subsoil is 20 inches thick. The upper part is reddish yellow clay loam. The lower part is brownish yellow sandy loam with very pale brown and light yellowish brown mottles. The underlying material to a depth of 60 inches is mottled brownish yellow, very pale brown, and light yellowish brown saprolite that has a texture of sandy loam. Water and air move through this soil at a moderate rate and the shrink-swell potential is low. ♦The soils to the east of the landfill area are classified as Wedowee sandy loam which consists mainly of well drained Wedowee and similar soils on moderately broad to narrow ridges in the uplands. Typically, the surface layer is a dark yellowish brown sandy loam that is 12 inches thick. The subsoil is 23 inches thick. The upper part is yellowish red clay with red mottles. The lower part is strong brown clay loam with red and yellow mottles. The underlying material to a depth of 60 inches is mottled strong brown, red and yellow saprolite that has a texture of sandy loam. Water and air move through this soil at a moderate rate and the shrink-swell potential is moderate. The Davie County Landfill site is situated atop a topographic high with elevations ranging from approximately 780 feet at the top of the waste management units to approximately 670 feet along the banks of Leonard Creek which flows along the western boundary of the MSW disposal area and the northern boundary of the C&D Landfill. Leonard Creek is expected to act as a natural barrier to the subsurface migration of landfill gases away from the landfill units. Two Pre-regulatory landfill units are situated between the east side of the MSW landfill and Dalton Road. Shallow incised valleys/drains cut across the topography surrounding the waste management units. Landfill Gas Monitoring Plan Davie County Landfills Mocksville, North Carolina S&ME Project No. 1584-03-109A May 30, 2017 4 Surficial runoff from the MSW landfill is expected to follow a localized radial flow pattern from the waste management units toward the shallow incised valleys around the site. As with the surface runoff, localized groundwater flow paths are expected to follow a similar radial pattern away from the waste management units toward the shallow incised valleys around the site. As depicted on Figure 2, the closed MSW Landfill waste disposal units are located east of Leonard Creek and west of an unnamed tributary to Leonard Creek. 2.4.2 Structures Located At The Facility and On Nearby Properties The following provides a list and description of the buildings on the property: ♦The former scale house building, is a wood frame building that is currently used as bathroom facilities for site workers. ♦A small skid mounted shed office building used by Republic Services. This building does not have a crawlspace or formal foundation and rests directly on the pavement system. ♦An unoccupied metal storage building (former Landfill Administration Building), constructed slab on grade, and ♦The former transfer station building is a metal construction, open air shed style building with a small unused bathroom space and separate mechanical room. This building is vacant and not used by the County or Waste Management. The surrounding area can be described as rural. The closest off-site structures are associated with the Davie County Firing range, which adjoins the facility to the south. Several widely spaced residential homes are located on the opposite side (east) of Dalton Road. The nearest residential homes to the north northwest of the MSW landfill approximately 1800 feet away and on the opposite side of Leonard Creek. Based on compliance groundwater monitoring data, depths to groundwater around the MSW landfill and the C&D Landfill were observed to be as follows on May 2, 2017. Groundwater occurrence is relatively deeper in the upland landscape positions represented by groundwater monitoring well MW-5A, MW-15, MW- MW-17, MW-12, and MW-20. Monitoring well locations are depicted on Figure 2. Landfill Gas Monitoring Plan Davie County Landfills Mocksville, North Carolina S&ME Project No. 1584-03-109A May 30, 2017 6 3.0 Methane Monitoring Program The following sections detail general requirements, procedures, and frequency of the monitoring program. 3.1 General Requirements The general requirements of the methane monitoring program are to establish methane gas monitoring locations and protocols that assess methane concentrations at the property boundaries, on-site structures, and off site residences and structures adjacent to the landfill. The methane monitoring program is designed to address the following facility requirements: ♦The concentration of methane gas or other explosive gases generated by the facility does not exceed 25 percent of the lower explosive limit (LEL) in on-site facility structures (excluding gas control or recovery system components); ♦The concentration of methane gas or other explosive gases does not exceed the LEL for methane or other explosive gases at the facility property boundary; and ♦The facility does not release methane gas or other explosive gases in any concentration that can be detected in off-site structures. 3.2 Monitoring Locations This plan includes two landfill gas monitoring wells to be installed and utilized to monitor methane gas for the facility. These methane gas monitor wells will be positioned to detect methane gas that may migrate into the structures located beyond the landfill property boundary. The wells will be located between the waste boundary and the property boundary. Landfill methane gas monitoring well LFG-2 to be located to the east of the C&D landfill, east of monitoring well MW-8, at a location behind the property boundary. It should be noted that Leonard Creek and its’ tributaries generally follows the property line and as a local discharge point, with pores saturated with water, it should act as a natural barrier to landfill gas migration. Therefore, additional landfill gas monitoring wells are not necessary at the property boundary in areas west of the MSW and C&D landfills, along with to the north of the C&D landfill. Furthermore, methane gas monitoring wells for the subject landfills are not proposed to the east of the MSW landfill due to the Landfill Gas Monitoring Plan Davie County Landfills Mocksville, North Carolina S&ME Project No. 1584-03-109A May 30, 2017 7 existence of the Pre-Regulatory Landfill units in this area.Figure 2 depicts the landfill gas monitoring locations.Appendix II includes diagrams depicting approximate well construction details for the landfill gas monitoring points. The former landfill scale house (location ID = LFG-3) utilized by Republic Services for the solid waste convenience site and the unoccupied form landfill administration building (location ID = LFG-4), now used for storage shall also be monitored quarterly. A continuous methane gas monitor with alarm will not be utilized. However, ambient conditions inside these buildings will be monitored utilizing the same field instrument used to obtain field measurements from the landfill gas monitoring wells. Based on the approximate 23 years that have passed since waste was last placed in the closed MSW landfill, continuous monitoring of on-site structures should not be necessary. However, if methane concentrations are measured near the property boundary at LFG-1 and LFG-2 that exceed the lower explosive limit then the structure will be monitored in accordance with the Contingency Plan detailed in Section 4. 3.3 Monitoring Frequency and Procedures Monitoring of the methane monitoring wells will be conducted quarterly unless directed otherwise by the NCDEQ. Methane monitoring within the former scale house building will be performed quarterly. Monitoring of the headspace gas in the methane monitoring wells will be performed by trained personnel using a GEM portable gas analyzer fitted with a Swagelock quick connect assembly or a stopcock type valve. The GEM portable gas analyzer will be calibrated prior to field measurements in general accordance with the manufacture’s recommendations. The following procedures will be used to collect landfill gas measurements in the methane monitoring wells: 1.Record the ambient temperature, barometric pressure, and general weather conditions at the facility on the day of data collection. 2.Unlock the protective casing for the methane well and open the protective casing lid to expose the methane well. 3.Connect the GEM portable gas meter to the methane well using the quick connections or stopcock valve. If quick connections are used, make sure the quick connections are seated properly, the user should hear and feel the male and female connections click into place. 4.Record the time of sample tube purging and the time (seconds) pumped for each sample location. 5.Monitor percent methane (%CH4) in each well until the reading on the meter stabilizes. 6.Record initial and stabilized % LEL readings for each sample location. (LEL for methane is 5% CH4). 7.The time of measurement, percent carbon dioxide (%CO2), and percent oxygen (%O2) will also be recorded. The gas in the facility structures will be measured by recording detected concentration until reading stabilize, generally after approximately 3 to 5 minutes in each structure. The Landfill Gas Monitoring Data Form presented in Appendix II will be used to record the readings from the methane monitoring wells, structures, and additional details associated with each monitoring event. Landfill Gas Monitoring Plan Davie County Landfills Mocksville, North Carolina S&ME Project No. 1584-03-109A May 30, 2017 8 3.4 Reporting The measurements collected from the methane monitoring wells will be recorded for each well for each sampling event and a copy of the quarterly landfill gas monitoring results shall be placed in the Operating Record of the facility and be readily available for review during landfill audits and inspection. The results do not need to be reported to the NCDENR Solid Waste Section unless: ♦There is an explosive gas exceedance of the LEL at the facility property boundary as measured in the landfill gas monitoring wells, or ♦There is an explosive gas exceedance of 25% LEL in facility structures. Under either of these circumstances, an Environmental Monitoring Reporting Form together with the Landfill Gas Monitoring Data Form, must be completed and submitted to the NCDEQ Solid Waste Section. Copies of both forms are contained in Appendix III. 4.0 Contingency Plan North Carolina regulations require that explosive gases be controlled such that concentrations of gases will be less than 25 percent of the LEL in on-site structures and less than 100 percent of the LEL at the facility property boundary. If methane gas levels exceeding the maximum LEL are detected, the County will perform the following: ♦Immediately take steps necessary to ensure protection of human health and notify the Division; ♦Within seven days of detection, place in the landfill record the methane or explosive gas levels detected and a description of the steps taken to protect human health; and ♦Within 60 days of detection, implement a remediation plan for the methane or explosive gas releases, place a copy of the plan in the operating record, and notify the Division that the plan has been implemented. The plan would describe the nature and extent of the problem and the proposed remedy. Figure 3 presents a flow chart summarizing methane monitoring requirements, and the necessary steps the owner/operator must take if methane gas concentrations exceed the action levels in methane gas monitoring wells or facility structures. As a step to address the protection of human health, in the event that methane concentrations in LFG-1 or LFG-2 exceed the LEL for methane, Davie County will begin methane monitoring of the off-site residential structures adjacent to the well/wells. Procedures for residential monitoring are as follows: ♦Notify the adjacent property owners in writing of the potential for entrapped methane gas beneath their dwellings and request permission to monitor for the presence of methane gas within and around their home; ♦Once permission has been granted for monitoring, visually observe the home both inside and out for potential areas where methane gas may become trapped (i.e. crawl spaces, basements, closets, etc.); then ♦Monitor ambient methane concentrations inside and outside of the home, documenting locations and measurements. If detectable concentrations of methane gas are measured within the residence, Davie County will immediately take steps necessary to ensure protection of human health and notify the Division. 5.0 Certification Of Professional Geologist The certification statement below must be signed and sealed by a North Carolina Professional Geologist or Professional Engineer and submitted with the Landfill Gas Monitoring Plan. The landfill gas monitoring plan for this facility has been prepared by a qualified geologist or engineer who is licensed to practice in the State of North Carolina. The plan has been prepared based on first- hand knowledge of site conditions and familiarity with North Carolina solid waste rules and industry standard protocol. This certification is made in accordance with North Carolina Solid Waste Regulations, indicating this Landfill Gas Monitoring Plan should provide early detection of landfill gas migration 1 so as to be protective of public health and the environment.
