S&ME Inc. (S&ME) and Grey Engineering are the team providing Davie County with post-closure care monitoring for these landfills. Based on post-closure care compliance monitoring data, Nature and Extent groundwater investigations were initiated in 2003, the scope of the investigations was expanded in 2010, and investigations are on-going. Several additional monitoring wells installed as part of these investigations replaced certain historic compliance monitoring wells that were not well suited to the compliance monitoring program. Davie County made a request to the North Carolina Department of Environmental Quality, Division of Waste Management, Solid Waste Section (NCDEQ) to modify the facility’s Water Quality Monitoring Plan, and received approval from NCDEQ on October 6, 2017. S&ME and Grey Engineering have been closely monitoring the post-closure groundwater analytical data obtained following the approved modification of the Water Quality Monitoring Plan. Considering that monitoring wells MW-1, MW-8, MW-10, and MW-12 are no longer part of the post-closure landfill monitoring program and an evaluation of the post-closure groundwater analytical data set, it was determined that these monitoring wells are not considered significant assets for future groundwater monitoring. Proper abandonment of these monitoring wells removes the burden of maintaining wells that are not essential to post-closure care. Therefore, on behalf of Davie County S&ME requests approval to properly abandon these monitoring wells. The following provides additional details to support this request. MSW Landfill (Permit No. 30-01) ♦Monitor well MW-1 is located in close proximity of the toe of the limits of waste. It was removed from the post-closure monitoring program in 2011 and replaced by monitoring well MW-21. Groundwater analytical results for samples obtained from MW-21 indicate compliance with 15A NCAC 2L groundwater quality standards (2L Standards). It was removed from the post-closure monitoring program in 2011 and replaced with monitoring well MW-8A. ♦Monitor well MW-10 is located in close proximity of the limits of waste. It was removed from post-closure monitoring in 2011 and replaced with monitor well MW-20. Groundwater analytical results for samples obtained from MW-20 indicate compliance with 2L Standards. ♦Monitor well MW-12 is located between the MSW and C&D landfill units, near the limits of waste, and in an area characterized by overlapping Compliance Boundaries. It was removed from the post-closure monitoring program in 2011. Lastly, compliance monitoring well MW-2B likely dates back to the original permitting of the MSW landfill in the 1980’s. Well construction records for this well have not been located. As indicated in the attached photograph, large trees have overgrown the well location and removal of the trees may create well integrity concerns. S&ME weighed the options to bring monitoring well MW-2B up to the current 15A NCAC 2C standards and we believe the best option is to abandon and replace it with new well. It should be noted that the replacement monitoring well cannot be located further east without further risk of that the well will monitor groundwater stemming from the Pre-Regulatory Landfill units located immediately to the east. Attached is a diagram depicting proposed construction details for the replacement well to be named MW-2C. Following installation, the well will be developed and slug testing conducted to estimate hydraulic conductivity of the monitored portion of the aquifer. A Well Construction Record, well boring log, and slug test results will be provided to you within 30 days of well completion. Figure 1 depicts the limits of waste for the permitted landfill units, the location of existing monitoring wells, the location of wells to be abandoned, and the proposed location for MW-2C.
