ADDITIONAL COMMENTS: 1) This Facility is a closed Municipal Solid Waste (MSW) Landfill. 2) The site is secured by a locked gate at the Facility entrance. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6703_INSP_20170518 Page 2 of 4 3) The Facility access road is of all-weather construction and is being well maintained at this time. 4) This Facility manages landfill gases through a passive venting system. 5) Highly visible edge-of-waste markers have been installed and are being maintained throughout the Facility. 6) The Facility monitoring wells were reviewed. All wells were locked and labeled with permanently affixed tags and painted with high visibility paint. Access to the wells was stable and clear of brush. 7) The Facility surface water diversion/control features and ditches were reviewed. Overall, these control features were clear of excess brush and other woody vegetation and appear well maintained. 8) The Facility stormwater management basins were reviewed. The basins are well maintained with no excess vegetative growth and no visible signs of erosion. Contract personnel were on-site during this Facility Compliance Inspection conducting repair/maintenance activities. 9) The closed asbestos disposal area was reviewed. This area has a well-established groundcover of native warm season grasses which is mowed throughout the growing season as necessary. Equipment damage was noted adjacent to the northeastern stormwater basin. This damaged area has been graded, seeded, and mulched in order to repair the cover crop. 10) Several small sinkholes have developed in a defined area in the asbestos waste disposal area due to differential settlement within the landfill. No exposed waste was observed in these sinkholes. These areas have been flagged by landfill personnel for repair. *Within thirty days of receipt of this Facility Compliance Inspection Report, please repair these areas by filling the sinkholes, grading to FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6703_INSP_20170518 Page 3 of 4 promote positive drainage of all surface waters, and seeding and mulching to establish a cover crop suitable to prevent erosion of the landfill cap system. 11) Overall, this Facility has a well-established cover crop of native warm season grasses. The Facility cover crop is mowed throughout the growing season as necessary. However, areas of sparse cover were observed on the top lift of the landfill and on the southern sideslope just east of the access road leading to the top lift. *Please seed and mulch these areas to establish a groundcover suitable to prevent erosion of your landfill cap system. 12) The trench fill area was reviewed. This area has a well-established cover crop and no areas of erosion were observed during this Facility Compliance Inspection. 13) No areas of seeping leachate were observed during this Facility Compliance Inspection. Please continue to monitor the landfill for possible leachate seeps. *Any areas of seeping leachate should be addressed quickly and measures should be taken to prevent the release of leachate from the landfill boundary. Any observed seeping areas should be repaired as soon as possible to prevent the release of the leachate from the landfill. 14) No off-site erosion was observed during this Facility Compliance Inspection. 15) *Corrective actions are required as a result of this Facility Compliance Inspection.
