The facility is a land clearing and inert debris (LCID) landfill. 2. The facility is owned and operated by Alan Stone. 3. The equipment operator is Jimmy Morrison, contact phone: 919-903-6242. 4. The facility entrance is located on Rock Hill Drive. Rock Hill Drive is a gravel road that intersects Big Woods Road. 5. The facility is open Monday through Friday 7:00 am to 5:00 pm (warmer months) and 7:30 am to 4:00 pm (cooler months). The facility is open Saturday by appointment. 6. The facility permit, site plan, and operations plan were discussed. 7. The facility permit is for the operation of Phases 1 and 2 and the construction and operation of Phases 3 and 4. 8. The facility has constructed Phase 3. 9. Land clearing and inert debris is being placed in Phase 3. 10. Ensure Attachment 2 – Conditions of Permit to Construct are met prior to the operation of Phase 4. 11. The facility is permitted to receive waste generated in Alamance, Chatham, Durham, Lee, Moore, Orange, Randolph, and Wake Counties. 12. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and (used) asphalt. 13. The facility maintains throughput records of the amount of LCID material received. Records were verified for January through April 2017. The facility received ~ 475 tons per month. 14. The facility annual report (FAR) was received by the SWS dated July 14, 2016. The facility throughput for July 2015 through June 2016 is ~ 4,500 tons. 15. Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells. 16. The working face appeared compact and manageable. 17. Solid waste must be covered with 1 foot of suitable soil cover at least once per month, or when the active area reaches one acre in size, whichever occurs first. 18. A ready supply of soil should be available for cover material. 19. The exterior side slopes along Phase 2 are constructed with benched lifts. Mr. Stone stated that when the landfill nears closure, additional soil will be placed on the benched lifts to create a uniformly graded exterior side slope. 20. Excavation, grading, and fill material side slopes must not exceed a ratio of three horizontal feet to one vertical feet (3:1). 21. Mr. Stone stated that the landfill cap is mowed annually. 22. Ensure edge of waste markers are clearly visible. Remove vegetation and install additional edge of waste markers where necessary. 23. Mr. Stone stated that erosion rills due to inclement weather will be repaired. 24. The facility has a conditionally approved temporary disaster debris staging site (TDDSS) on the property. The TDDSS number is: DS19-005. 25. The North Chatham Fire Department can be contacted to address an emergency at the facility. 26. An attendant is on duty when the facility is open to the public. 27. Access roads are of all-weather construction. 28. The facility is secured by a metal cable with padlock. 29. The facility has a proper sign. 30. The PTO expiration date is August 7, 2020. 31. The permit renewal application shall be submitted to the SWS by February 7, 2020. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
