Dear Mrs. Martin:
The North Carolina Division of Waste Management, Solid Waste Section (Section) has reviewed
the Water Quality Monitoring Plan Revision 1 (DIN 27845) submitted on your behalf by Amec
Foster Wheeler on May 26, 2017 for the CCR Landfill at the Dan River Steam Station. The
Section approves the revised Water Quality Monitoring Plan (WQMP). This WQMP supersedes
the original Plan submitted with the Permit to Construct Application (DIN 25603).
The revised Water Quality Monitoring Plan includes two (2) background monitoring well
clusters, eight (8) compliance/downgradient monitoring well clusters and four (4) surface water
monitoring locations. This water quality monitoring network shall be sampled semi‐annually.
Upon completion of well installations, submit the boring logs and well construction records
(Form GW‐1b) to the Section.
Groundwater monitoring wells and surface water monitoring locations must be sampled for the
Appendix I constituent list prior to waste placement. Provide the Section with an electronic
copy of the groundwater monitoring data collected at the landfill facility. Guidelines for
sampling groundwater and submitting data electronically can be located on the Section’s
