Dear Mr. Proctor:

Please find enclosed the Permit to Operate for the Johnston County MSW and C&D Landfill,
Permit No. 51-03. This permit approves the Permit to Operate for C&D Area 2, Cells 1 and 2,
and approves the life-of-site Permit to Operate, for the facility as described in the approved
facility plan.

In general, the new facility permit does not reiterate permit conditions which are included in the
Solid Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which
are included within the approved plans, such as site specific operations. Please review the
conditions of the permit carefully.
