Combined with 2803-CDLF-1995. PURPOSE OF SITE VISIT: Technical Service, Bear issue at transfer station. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS; 1 – This site visit was to discuss Bears going into the transfer station during and after work hours. 2 – Bears are getting into the transport trailers and loading areas. 3- - Bears are ripping the trailer covers at night and removing trash from the trailers thus causing wind blown trash to be a constant problem. 4 – Site has a chain link fence bordered by a two strand electric fence to keep bears out. 5 – May have to add additional fencing around stored trailers that are loaded. This fence will need more strands on wire, one strand for every foot high and heavier wire at 8 to 10 feet tall would be my suggestion. Currently wire is being supported by T-Post. I would recommend using long wood poles (cut off power poles). 6 – Also, it was recommended that putting up cameras around the Transfer Station and the main entrance gate on the chain link fence to monitor and document this issue. 7 – The main border chain link fence has a portion that has been down since Hurricane Matthew hurdled several trailers through the fence. This issue is in process of being replaced. Also, one other area of concern is at the storm water run- off area. This will also be addressed. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
