RE: Johnston County Landfill (Permit No. 51-03)
Request for Life of Site Permit
Dear Ms. Wilson:
On behalf of Johnston County, Smith Gardner, Inc. (S+G) would like to submit this request for
issuance of a life-of-site solid waste permit for the County’s landfill facility. Per 15A NCAC
13B.0207(c), the following information is provided (requirement listed in italics):
(1) A specification of the life-of-site quantified in the site development or facility plan.
(2) Landfill capacity in years, projected for the life of the site.
(3) Average monthly disposal rates and estimated variances.
The gross capacity and anticipated life expectancy of all municipal solid waste
(MSW) and construction and demolition debris (C&D) landfill units were provided
in the approved Facility and Engineering Plan for the site1. Table 2.1 (Total
Operating Capacity and Life Expectancy – MSWLF Units) and Table 2.2 (Total
Operating Capacity and Life Expectancy – C&DLF Units) from this plan which
includes this information are provided as an attachment.
Anticipated disposal rates and estimated variances were also noted in the
approved Facility and Engineering Plan for the site1. Monthly disposal rates may
vary by +/- 20% from month to month based on past history.
(4) A copy of the local government franchise agreement or approving resolution for
the life of the site.
A copy of the approving resolution from most recent local government approval
for the landfill is attached.

Notes:
1. Life expectancy for the active Phase 4A unit shown above is from 6/14/13. Life expectancies are
based on disposal rates of 120,000 tons/year and 90,000 tons/year (Phases 4A and 6) and 160,000
tons/year and 110,000 tons/year (Phases 6-10).
2. These gross capacity values differ from those previously approved due to the following:
x Phase 4A: The previously reported gross capacity was found to not include all of the
Phase 4A final cover. Thus, there was an increase of 38,631 CY for Fill Sequence 2 which
reflects approximately 12 acres of vegetative soil layer (2 ft thickness).
