Mr. Creighton,
The Division of Waste Management, Solid Waste Section (Section) has completed a review of
the submittal discussing waste excavation management and cover plans regarding the
removal of waste from the closed, pre‐regulatory Hominy Creek landfill (DIN 27991). The
waste removal is required in preparation for constructing a new transfer station building.
The document was submitted on your behalf by Environmental Infrastructure Consulting
and received in the Asheville Regional Office on May 16, 2017.
Based on this review, the Section authorizes the removal of waste in accordance with the
above referenced document and contingent upon the following conditions:
1. Waste may only be removed from the areas indicated for excavation on the Grading,
Stormwater & Erosion Control drawing, Sheet No. C4.0, submitted to the Land Quality
Section on your behalf by Davis Civil Solutions, PA;
2. Wastes must be managed in accordance to the waste excavation management and cover
plan submittal (DIN 27991);
3. Scheduling of excavation activities must be coordinated with the Inactive Hazardous Sites
Branch (IHSB), Pre-Regulatory Landfill Unit personnel and the remedial investigation
contractor;
4. All cover soils and fill material, both temporary and permanent, used on-site must be tested
in accordance with the Inactive Hazardous Sites Program Guidelines for Addressing Pre-
Regulatory Landfills and Dumps;
5. At the completion of excavation activities all areas of waste must be covered with structural
engineered surfaces or a final cover. The final cover must consist of an orange geo-textile
under a minimum of two-feet of suitable compacted soil to be seeded with native grasses.
6. Post-excavation final cover surface slopes must be no steeper than two to one (2H:1V)
horizontal to vertical.

7. An Engineer’s Field Representative should be on site at all times to document construction
activities and certify the installation of the final cover.
