Dear Mr. DeNeale:
On May 12, 2017, the Division of Waste Management, Solid Waste Section (Section) received Duke
Energy’s request for approval to install instrumentation in the Retired Ash Basin Landfill, associated ash
basin and dam, entitled;
Retired Ash Basin (RAB) Ash Landfill, Request to Install Instrumentation, Permit No.: 3612-INDUS,
Allen Steam Station, Gaston County, Belmont, North Carolina 28012. Prepared for Duke Energy.
Prepared by AECOM. DIN 27825.
The Section has reviewed the documentation submitted and hereby approves the installation of
instrumentation in the Retired Ash Basin Landfill, and associated ash basin. The Section recommends that
Duke Energy take special care when doing any drilling, excavation and/or installation in a lined landfill,
to protect the integrity of the leachate collection and liner systems. Also, note the Section has no approval
authority with regards to instrumentation to be installed within the dam structure for further information
contact Mr. Shane Cook with the Division of Energy, Mining, and Land Resources.
