REGAN Secretary MICHAEL SCOTT Director State of North Carolina | Environmental Quality | Waste Management 1646 Mail Service Center | 217 West Jones Street | Raleigh, North Carolina 27699-1646 919 707 8200 May 22, 2017 Ms. Melonie Martin, Lead Environmental Specialist Duke Energy Corporation 3195 Pine Hall Road Belews Creek, North Carolina 27009 Subject: Permit to Operate, Approval to Cell 1 CQA Documentation Permit No. 7906-INDUS-2016, Duke Energy Dan River Steam Station Rockingham County, DIN 27737 Dear Mrs. Martin: On May 2, 2017, the Division of Waste Management, Solid Waste Section (Section) received Duke Energy’s construction quality assurance (CQA) documentation for Cell 1 of Permit No. 7906-INDUS-2016, Duke Energy Dan River Steam Station (Facility), entitled; Construction Certification Report, Dan River Landfill – Permit No. 7906-INDUS-2016, Landfill Cell 1 and Storage Tank Area, Volumes 1 through 3. Duke Energy – Dan River Steam Station, Eden, North Carolina, Amec Foster Wheeler Project No. 7810170870. Prepared for Duke Energy. Prepared by Amec Foster Wheeler. May 2017. DIN 27736. The Section has reviewed the documentation submitted on behalf of Duke Energy and hereby approves the CQA report for Cell 1 at the Facility, however prior to issuing an approval to commence operations in Cell 1 the following conditions remain to be met; 1. The Section has been informed by Duke Energy that a revised Operations Plan is being prepared, the revised plan must be submitted and approved by the Section. 2. The Section has been informed by Duke Energy that a revised Water Quality Monitoring Plan is being prepared, the revised plan must be submitted and approved by the Section. 3. Attachment 2. Condition 20. of the Permit Approval to Construct requires a pre-operation meeting prior to commencement of operations, the Section expects all landfill equipment and appurtenances to be in place and operational at the time of the meeting. 4. The Duke Energy must provide to the Section a list of all trained landfill operators for this Facility. The document referenced above (DIN 27736) is now considered an approved document of the Facility’s permit and will be treated as such. The next time the Facility’s permit is either amended or modified this document will be added to the list of approved documents within the permit. All documents referred to in this letter are available at; http://edocs.deq.nc.gov/WasteManagement/0/fol/870/Row1.aspx Duke Energy Dan River Steam Station May 22, 2017 Page 2 of 2 Finally, it is important to remember that Duke Energy must submit construction quality assurance documentation for all future construction and receive approval from the Section prior to placing future landfill cells into operation.
