Remaining portions of the site are gravel covered or grass covered. The site location is depicted on Exhibit 1 of Appendix A which was reproduced from a portion of the USGS 7.5-minute series topographic map. 1.2 Scope of Services Terracon recently completed a Phase I Environmental Site Assessment for the property. A report of our findings was issued as Terracon Project No. 71147763 on September 4, 2014. In our report, Terracon identified four on-site Leaking Underground Storage Tank (LUST) incidents as current or historical Recognized Environmental Conditions (RECs). We also identified releases on two adjacent properties as RECs associated with the site. Based on a telephone conversation on September 25, 2014 between our Messrs. Chris Corbitt and Stephen Brown and Ms. Susan Cooper of Womble Carlyle Sandridge & Rice, LLP (client’s attorney), the client requested Terracon to evaluate impact to the site by the adjacent Safety Kleen facility and potential vapor encroachment at the site. As a result of a meeting on November 5, 2014 with the North Carolina Brownfields Program, Terracon was requested to conduct supplemental environmental services including a water supply well receptor survey in accordance with the established Limited Site Investigation Former Bouligny Site ■ Charlotte, North Carolina November 21, 2014 ■ Terracon Project No. 71147763 Responsive ■ Resourceful ■ Reliable 2 Brownfields Agreement and soil sampling at the site in order to provide additional information regarding potential on-site environmental impacts. The objective of the LSI was to:  evaluate the potential impact to the site by the adjacent Safety Kleen facility,  evaluate potential vapor encroachment in soils,  evaluate potential soil contaminant concentrations at the site to identify potential “hot spots” (high concentrations) of documented constituents beneath the former truck maintenance shop as a result of recent sub-slab sampling results and at a known area near the southern exterior corner of the shop building where high levels of 1,1,2,2-tetrachloroethane (TCA) was historically detected; and,  conduct a water supply well receptor survey in accordance with the established Brownfields Agreement for the site. 1.3 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time period. Terracon makes no warranties, either expressed or implied, regarding the findings, conclusions or recommendations. Please note that Terracon does not warrant the work of laboratories, regulatory agencies or other third parties supplying information used in the preparation of the report. These LSI services were performed in accordance with the scope of work authorized by you, our client, as reflected in our proposal and were not restricted by ASTM E1903-97. 1.4 Additional Scope Limitations Findings, conclusions and recommendations resulting from these services are based upon information derived from the on-site activities and other services performed under this scope of work; such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non-detectable or not present during these services; thus, we cannot represent that the site is free of hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this LSI. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations or exploratory services; the data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. Any authorization for use or reliance by any other party (except a governmental entity having jurisdiction over the site) is prohibited without the expressed written authorization of Southern Apartment Group and Terracon. Any unauthorized distribution or reuse is at the client’s sole risk. Reliance by authorized parties will be subject to the terms, conditions and limitations stated in the Agreement For Services (AFS), subsequent task orders and the LSI report. The limitation of liability defined in the terms and conditions is the aggregate limit of Terracon’s liability to the client and all relying parties unless otherwise agreed in writing. 2.0 FIELD ACTIVITIES Prior to initiating field activities, Terracon engaged Priority Underground Locating, a private utility locating company, to identify on-site underground utilities in the specific areas planned for drilling. Terracon mobilized to the site on October 16 and 21, 2014 and November 12, 2014 to conduct our field activities. 2.1 Soil Gas Sampling Terracon installed sub-slab vapor sampling points in the Junk Rescue building (SG-1) and the auto repair shop building (SG-2) to evaluate the presence of volatile vapors beneath the on-site buildings. We also installed a soil vapor sampling point (SG-3) in the northwestern portion of the site near North Davidson Street to evaluate impacts to the soils by chlorinated compounds in groundwater at the site. Sampling points SG-1 and SG-2 were installed using a rotary hammer drill to advance a small diameter hole through the floor slabs to approximately 6 to 12 inches below the slab. Each vapor sampling point was constructed using a new, non-reactive Teflon® soil gas implant attached to Teflon tubing was inserted into the boring and the annular space between the implant and the boring was backfilled with well sand and bentonite hydrated with de-ionized water to form a competent seal. A water dam was maintained on each bentonite seal for the duration of sample collection. Prior to sample collection, the ambient air in each sampling point was purged a minimum of four volumes using a new, disposable 60ml syringe connected in-line with the sampling train. Once purging was complete, a laboratory supplied, pre-cleaned Summa canister, with a flow controller set for 2 hours, was connected to the purge hose for collection of the sub-slab vapor sample. Each canister was filled using a dedicated, 2-hour flow controller set to a sample rate less than or equal to 50 milliliters (mL) per min (50 mL/min x 120 min = 6 L sample volume). General weather conditions at the time of sampling activities (temperature, humidity, barometric pressure) were recorded before, during and after the collection of the sample. Weather conditions (clear and mild) remained relatively consistent throughout the sample collection period. An outdoor, ambient air sample (AA-1) was also collected using a Summa canister with a flow controller set for 2 hours. The ambient sample was obtained outside the auto repair shop building (see Exhibit 2) to limit potential interference from volatile organic compounds (VOCs) commonly found inside commercial and industrial settings, such as paints, paint thinners, gasoline-powered machinery, certain building materials and cleaning products. Following completion of the field activities, the Summa canisters, along with chain-of- custody documentation, were shipped via Federal Express to Pace Analytical Services, Inc., in Minneapolis, Minnesota for analysis of VOCs by EPA Method TO-15 and helium on a standard laboratory schedule. A Sample Location Plan showing the approximate locations of the soil vapor sampling points is included as Figure 2 of Appendix A. Photographic documentation of our sampling activities is included in Appendix B. 2.2 Groundwater Sampling In order to evaluate the potential impact from nearby upgradient properties to the east, Terracon advanced one soil boring (TMW-1) to an estimated depth of 23 feet below ground surface (bgs) utilizing a Geoprobe® drill rig equipped with a hollow stem rotary auger in the southeastern portion of the site along Yadkin Avenue. Drilling services were performed by a North Carolina licensed monitoring well driller using a Geoprobe© drilling rig under the supervision of a Terracon environmental professional on October 16, 2014l. The down-hole drilling equipment was decontaminated prior to advancing the boring. The boring was subsequently converted to a temporary Type II groundwater monitoring well. A Sample Location Plan showing the approximate location of temporary monitoring well TMW-1 is included as Figure 2 of Appendix A. Terracon returned to the site on October 21, 2014 to collect a groundwater sample. Prior to sampling, the well was developed by purging. Once the measured parameters of temperature, pH and conductivity remained relatively stable, the well was considered developed. A water sample was collected using a new, disposable bailer. The groundwater sample was placed in laboratory-supplied glassware, labeled and stored in an ice-packed cooler. The sample, along with chain-of-custody documentation, was delivered to Pace Analytical Services, Inc., in Huntersville, North Carolina for analysis of volatile organic compounds (VOCs) by Standard Method 6200. Limited Site Investigation Former Bouligny Site ■ Charlotte, North Carolina November 21, 2014 ■ Terracon Project No. 71147763 Responsive ■ Resourceful ■ Reliable 5 2.3 Soil Sampling One November 12, 2014, four borings were advanced using a track-mounted Geoprobe® direct-push drill rig at the auto repair shop building. The soil sampling was conducted as a result of recent sub-slab vapor analysis to document current conditions in soils where previous constituents of concern were detected. The down-hole drilling rods were decontaminated prior to advancing each boring. Six soil samples were collected at selected depths from the four soil borings for laboratory analysis. A Sample Location Plan showing the approximate location of the soil borings is included as Figure 2 of Appendix A. The soil samples were placed in laboratory-supplied glassware, labeled and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc., in Huntersville, North Carolina for analysis of VOCs by EPA Method 8260. 2.4 Receptor Survey To comply with Land Use Restrictions (LURs) established in the Brownfields Agreement, Terracon conducted a water supply well survey in the vicinity of the project site. A walking/driving reconnaissance in the project area was conducted by Terracon as part of this assessment. Based on the information obtained from the reconnaissance, historical information from Charlotte Mecklenburg Utilities (water meter connections) and review of the Mecklenburg LUESA Well Information System website, one permanently abandoned water supply well was identified within 1,500 feet of the source area. The abandoned well is located at 2201 North Davidson Street and was reportedly use for irrigation purposes only. The surrounding properties are connected to municipal water supplies. 3.0 ANALYTICAL DATA 3.1 Soil Gas Sample Analysis According to the laboratory analytical report, twenty-seven (27) volatile organic compounds were detected in the vapor samples. Analysis of sample SG-2 detected 1,1,2,2-tetrachloroethane at a concentration of 17,200 micrograms per cubic meter (µg/m³), tetrachloroethene at a concentration of 503 µg/m³, trichloroethene at a concentration of 4,480 µg/m³, 1,2,4-trimethylbenzene at a concentration of 2,830 µg/m³ and o-xylenes at a concentration of 701 µg/m³. These five constituent detections exceeded their respective North Carolina Division of Waste Management (DWM) Residential Vapor Intrusion Screening Levels of 16.1 µg/m³, 278 µg/m³, 13.9 µg/m³, 48.7 µg/m³ and 695 µg/m³. The remaining detected constituent concentrations identified in the various samples were below regulatory levels. A copy of the laboratory analytical report is included in Appendix D. 3.2 Groundwater Sample Analysis According to the laboratory analytical report, 1,1-dichloroethane was detected at a concentration of 0.61 micrograms per liter (µg/L) in groundwater sample TMW-1 collected in the southeastern portion of the site along Yadkin Avenue. The North Carolina Administrative Code (NCAC) 2L water quality standard for 1,1-dichloroethane is 6 µg/L. A copy of the laboratory analytical report is included in Appendix D. 3.3 Soil Sample Analysis Based on the laboratory analytical report, low (estimated) levels of methylene chloride were detected in soil samples GP-1(0-5), GP-1(10-15), GP-2(10-15), GP-3(15-20) and GP-4(15-20) at concentrations below its North Carolina Preliminary Soil Remediation Goal (PSRG). This constituent is typically used in laboratory procedures and is considered to be a laboratory artifact. Naphthalene was detected at a concentration of 467J micrograms per kilogram (µg/kg) in soil sample GP-4(5-10). The established Protection of Groundwater PSRG for naphthalene in 210 µg/kg. Naphthalene does not exceed the North Carolina Residential PSRG (3,800 µg/kg). The detected constituent concentration noted above with a “J” indicates the concentration is an estimated value that is above the method detection limit (MDL) but below the method reporting limit. Low levels of the petroleum constituents: n-butylbenzene, sec-butylbenzene, isoproylbenzene (cumene) and n-propylbenzene were also detected in soil sample GP-4(5-10) at concentrations below regulatory levels. Trichloroethene, a chlorinated compound, was detected at a concentration of 5.7 µg/kg in sample GP-2(10-15) which is below its North Carolina Residential and Protection of Groundwater PSRGs. The laboratory analytical results are summarized in Table 2 of Appendix C. A copy of the laboratory analytical report is included in Appendix D. 4.0 CONCLUSIONS Based on the findings of this limited site investigation, Terracon concludes the following.  Twenty-seven VOCs were detected in the vapor samples. Analysis of sample SG- 2 (obtained beneath the floor slab of the auto repair shop) detected 1,1,2,2- tetrachloroethane at a concentration of 17,200 µg/m³, tetrachloroethene at a concentration of 503 µg/m³, trichloroethene at a concentration of 4,480 µg/m³, 1,2,4-trimethylbenzene at a concentration of 2,830 µg/m³ and o-xylenes at a concentration of 701 µg/m³. These five constituent detections exceeded their respective North Carolina DWM Residential Vapor Intrusion Screening Levels. The North Carolina 2L water quality standard for this constituent is 6 µg/L.  According to the laboratory analytical report for soil samples collected at the site, low levels of the petroleum constituents: n-butylbenzene, sec-butylbenzene, isoproylbenzene (cumene) and n-propylbenzene were detected in soil sample GP- 4(5-10) at concentrations below regulatory levels. The abandoned well was located at 2201 North Davidson Street and was reportedly used for irrigation purposes. Surrounding properties are connected to municipal water supplies.
