The work plan is approved with the following additons we discussed via email on December 7, 2016. Task 2 Soil Assessment Section: • BG-01 is a composite soil sample for SVOCs and metals. • BG-02 collect a composite soil sample for SVOCs and metals as originally proposed. Add one VOC sample from one discrete sample location (not composite). The VOC sample location will be one of the four composite locations of BG-02. • BG-03 collect a composite soil sample for SVOCs and metals as originally proposed. Additionally, add one VOC sample from one discrete sample location (not composite). The VOC sample location will be one of the four composite locations of BG-03. Be advised that this approval from the Brownfields Program does not waive any applicable requirement to obtain any necessary permits, licenses, or certifications for the above listed activities nor does it waive any requirement to comply with applicable law for such activities. (Terracon) is pleased to submit this Soil Assessment Work Plan for the above referenced site. The work plan includes a discussion of site history, past environmental investigations, data gaps, and outlines proposed assessment to address these data gaps. The work plan has been revised to reflect your September 7, 2016 comments on the original work plan. The PD is seeking your approval of the proposed work. PROJECT INFORMATION The L-shaped site is comprised of approximately 3.6 acres located at 2300 North Davidson Street and 628 East 27th Street in Charlotte, Mecklenburg County, North Carolina. The property planned for redevelopment is identified in Mecklenburg County tax records as parcel number 083-055-01. The site was formerly occupied by two vacant buildings, an automotive repair shop (3,680 sq. ft.) and a private recycling center (12,436 sq. ft.). Both buildings were demolished in October and November, 2016. The tax parcel (entire 2300 block of North Davidson Street) also includes an additional commercial structure located at 2320 North Davidson Street. Remaining portions of the site consist of open gravel-covered areas used for parking and grass-covered areas. A chain-link fence borders most of the property. The site is relatively level but topographic gradient slopes slightly downward to the northwest towards Little Sugar Creek, the nearest surface water body located approximately 850 feet to the northwest of the site. Groundwater at the site is between 10 and 15 feet below ground surface (bgs) based on historical reports. Soil Assessment Work Plan Bouligny Brownfields Site ■ Charlotte, NC December 2, 2016 ■ Terracon Project No. 71167418 Responsive ■Resourceful ■Reliable 2 Based on review of the historical information, the site was initially developed in the mid- 1950s by R. H. Bouligny Inc., an installer and maintenance contractor of high power electrical transmission lines. Bouligny occupied the site until the late 1990s. Three structures were identified on the site; a brick office/shop building (not on the project site), a metal frame storage warehouse building (formerly occupied by Junk Rescue); and a metal frame truck maintenance garage (formerly occupied by an automotive repair shop). Since Bouligny vacated the site, the property has been vacant or occupied by various tenants. The current owner of the property, Noda at 27th Street, LLC acquired the property in 2006 from Noda Properties, LLC which entered the property into the North Carolina Brownfields Program in December 2004 as liability protection for future development of the site as a result of contamination from past documented impacts by Bouligny. Properties to the south and southeast have been developed primarily as residential since the 1950s. Adjacent properties along North Davidson Street have been industrial properties since the 1950s. Properties to the northeast and northwest have been developed as industrial or commercial properties since the 1950s. Prior to the 1950s, the site area was mostly open land with some wooded areas. The site has been accepted into the North Carolina Brownfields Program which provides oversight regarding environmental and redevelopment activities. Redevelopment plans include slab on-grade residential, retail, and common areas. The proposed building includes 249 apartment units. The lowest level of the apartment building will be partially below grade in certain parts of the site. Redevelopment plans also include a multi-level parking deck in the southeastern portion of the site. Two open courtyard areas will be located along the western side of the site. New access roads and pavement will be constructed along the perimeter. HISTORICAL SOIL DATA Soil samples were collected from the site as part of historical environmental investigations. Historical soil samples were analyzed for volatile organic compounds (VOCs) and sample locations are depicted on Figure 1 as grey squares. Historical VOC concentrations in soil samples from the site generally have concentrations below PSRGs with the exception of sample AK-1 (1 and 3 ft. bgs). Sample AK-1 contained petroleum constituents that are likely associated with a former kerosene AST in this area. Historical soil sample results tables (from previous environmental reports for the site) are included as an attachment to this work plan. In addition to historical soil samples, Terracon also collected five surficial soil samples (0-5 ft. bgs) from soil borings that were advanced to install soil vapor sampling points in October 2016. The samples are identified as SB-04(0-5), SB-05(0-5), SB-06(0-5), SB-07(0-5), and SB-11(0-5) and shown as green squares on Figure 1. Analytical results for the soil samples will be discussed in the soil vapor assessment report for the site. Terracon intends to use the historical and recent VOC soil sample results in conjunction with the soil samples proposed in the next section for soil characterization and disposal purposes. ASSESSMENT ACTIVITIES The preliminary grading plan for the site indicates that between 0 and 4 feet of soil will be removed at the site during redevelopment (Figure 1). The removed soil is expected to be transported off the site for disposal. The soil characterization scope discussed in this work plan is in accordance with analytical requirements by the NC Brownfields Program and will help to determine the appropriate disposal facility. Based on our understanding of this project, Terracon proposes to perform the following scope of services. Task 1: Pre-Task Planning Terracon has a 100% commitment to the safety of all its employees. As such, and in accordance with our Incident and Injury Free® safety culture, Terracon will develop a safety plan to be used by our personnel during field services. Prior to commencement of on-site activities, Terracon will hold a meeting to review health and safety needs for this specific project. At this time, we anticipate performing fieldwork in a USEPA Level D work uniform consisting of hard hats, safety glasses, protective gloves, and steel-toed boots. It may become necessary to upgrade this level of protection, at additional cost, while sampling activities are being conducted in the event that petroleum or other constituents are encountered in soils or groundwater that present an increased risk for personal exposure. Prior to soil sampling activities, Terracon will contact NC-One Call, a public utility locating service, to locate public on-site underground utilities. Terracon will also sub-contract a utility locating company to identify and mark private utilities at the site that will not be marked by NC-One Call. Task 2: Soil Assessment Activities Planned grading activities will require removal of up to 4 feet of soil across the site (Figure 1). The cut soils will likely be transported off the site for disposal. Terracon proposes the collection of composite soil samples for characterization purposes: §BG-01(0-2.5): Composite from four locations in the eastern portion of the site where up to 2.5 feet of soil will be removed; §BG-02(0-3): Composite from four locations in the northwestern portion of the site where up to 3 feet of soil will be removed; Soil Assessment Work Plan Bouligny Brownfields Site ■ Charlotte, NC December 2, 2016 ■ Terracon Project No. 71167418 Responsive ■Resourceful ■Reliable 4 §BG-03(0-3.5): Composite from three locations in the south-central portion of the site where up to 3.5 feet of soil will be removed; and §BG-04(0-3): Soil sample in the area of the former kerosene AST where soil impacts have been documented in the past. Soil samples will be obtained from soil borings advanced via a direct-push technology (DPT) capable drill rig due to a compacted gravel surface. As discussed in the previous section, soil samples were submitted for analysis of volatile organic compounds (VOCs) from the eastern and central portions of the site. The historical soil sample locations are shown on Figure 1. Terracon plans to use the existing VOC soil sample results from these areas for soil characterization purposes and proposes to analyze samples BG-01(0-2.5) and BG-03(0- 3.5) for semi-volatile organic compounds (SVOCs) by EPA Method 8270 and the eight RCRA metals and hexavalent chromium by EPA Method 6010/7470 in accordance with requirements by the North Carolina Brownfields Program. The remaining two soil characterization samples, BG-02(0-3) and BG-04(0-3) will be analyzed for VOCs via EPA Method 8260, SVOCs by EPA Method 8270 and the eight RCRA metals and hexavalent chromium by EPA Method 6010/7470 in accordance with requirements by the North Carolina Brownfields Program. The soil samples will be placed in laboratory-prepared glass containers, labeled with pertinent sample information and stored in an ice-packed cooler pending submittal to a North Carolina certified laboratory for analysis. Chain of custody documentation will accompany the samples to the laboratory and a Level 2 QA/QC package will be requested. Task 3: Preparation of the Limited Site Investigation Report Upon completion of investigation activities and receipt of the analytical results, a written report will be prepared that will include the following items: · Documentation of field activities; · Site plan showing pertinent site features and soil sample locations; · Analytical laboratory results; · Data evaluation and presentation of findings; and, · Recommendations concerning further action, if necessary. The report will be completed in a format suitable for submittal to the North Carolina Brownfields Program. Assessment results and recommendations will also be presented at a meeting with the Brownfields Program for the project. Work associated with this scope of services will be performed under the direction of a Licensed Geologist registered in the State of North Carolina.
