Dear Mr. Minett:

On January 7, 2008, DENR North Carolina Brownfields Program (NCBP) received a draft Work
Plan for site work on the above referenced property. In accordance with the Notice of
Brownfields Property recorded on the property, this plan was submitted to DENR prior to
encountering the groundwater, Land Use Restriction Number 3. The final plan was submitted on
January 23, 2008 based on DENR comments. The final work plan is approved.
